The U.S. Army Corps of Engineers, Mobile District, will be conducting an industry day to inform contractors of the construction project under development to replace spillway gate trunnion anchors. The objective of this project is for the Contractor to provide all labor, materials, and equipment necessary to de-tension, extract, replace, and post-stressed steel spillway gate trunnion anchor rods. The waterway navigation channel is not routinely dredged and access to the site by water may typically occur during the mid-December to the mid-May/June time frame. The work on the spillway gates must be performed during the dry season when the risk of water levels below the dam rising to the working level is minimized. Each spillway gate requiring its anchor rods to be replaced will be raised by project machinery and supported by a support system designed, fabricated, and installed by the contractor. The existing anchor ends above the nuts are short and it is unlikely the anchors may be
released by pulling on the live end of the anchor rods. An anchor de-tensioning plan must be developed and approved prior to releasing the stress in the anchors. Once the anchor stress is released the embedded anchor rods must be accessed and cut by coring into the side faces of the concrete spillway piers. Anchor ends will be installed, followed by anchors, which must be stressed. A cover box will be installed over the replaced array of anchor rod ends. After the base bid work is completed, the contractor shall remove and reset five (5) stoplogs to isolate spillway gate ten for trunnion rod removal and replacement work. Repairs will be made to each stoplogs as necessary in order to ensure they are fit for service. The industry day event will be held via webinar from 0900 - 1500 CT on Tuesday, April 16, 2024, virtually. The meeting will consist of a general session with a presentation on the project development, project status, and project schedule followed by an open question and answer discussion/feedback period (this session should last no more than one hour). The District’s objective is consultation as to methods to efficiently deliver plant and equipment to and on site to accomplish the work. After the general session and Q&A, there will be individual 30-minute break out sessions, upon request of each contractor. These will begin at 1230 PM CT. We strongly encourage contractors to share their suggestions and comments. The government is particularly interested in the project timeline and the recommended approach for carrying out the work. The draft contract plans, which provide additional project information, are included as enclosures. We welcome feedback from contractors on these draft contract plans. Funds have been requested but not authorized nor provided to perform the work described and there is presently no planned date to advertise the work.
