The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award a purchase order with The Boeing Company, under the authority of FAR Part 13 for access to MyBoeingFleet.com for both maintenance and operations manuals and publications along with revision services, for three (3) JPATS owned Boeing 737-400 aircraft. These aircraft are maintained and operated to mandatory regulatory requirements of Title 14 CFR Part 91 for flight into National airspace. The aircraft are serial numbers 26073, 26078, and 26279 registration numbers N639CS, N640CS and N279AD respectively. The aircraft are equipped with standard Boeing installed CFM56-3C1 powerplants and Garret GTCP-85-129H auxiliary power units (APU). As a minimum, the following maintenance manuals are required by JPATS in order to perform the 737-400 operational missions: Aircraft Maintenance Manual (AMM), Fault Isolation Manual, Fault Report Manual, Illustrated Parts Catalog (IPC),
Maintenance Planning Data, Structural Repair Manual (SRM), System Schematic Manual and the Wiring Diagram Manual. In addition, these manuals and publications, the requirement also includes revision services that will provide an approved system for periodic revisions of each of the manuals identified above ensuring that each remains current with the latest data from the aircraft manufacturer and airworthiness authorities. Lastly, this service must include the ability to access Service Bulletins and Service Letters from Boeing in addition to Airworthiness Directives from the FAA both digitally (website) and in some cases hard copy, as requested by JPATS. The period of performance will be from February 1, 2018 - January 31, 2019. This notice is neither a request for competitive proposals nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement will be based upon responses to this notice and is solely within the discretion of the Government. Interested and capable sources should respond to the POC, providing your capabilities and a brief synopsis of your ability to meet the support required not later than 12:00 pm (noon) EST, January 12, 2018. The Government will not be responsible for any costs for producing and e-mailing capability packages.
