Holloman Air Force Base is seeking services to support the 49th Wing Chaplain Corps under the title "Chapel Services".

The Chapel Services Requirement consists of one each of the following positions:
• Catholic Director of Religious Education
• Protestant Director of Religious Education
• Catholic Music Director
• Protestant Music Director
Interested offerors must review the attached SF1449 solicitation document and each of the four position descriptions.

Questions regarding this solicitation are due no later than 1600 mountain time 22 September 2017.
Offers are due no later than 1100 mountain time on 26 September 2017.

Other Details: Holloman AFB is located in Otero County, about 9 miles west of Alamogordo, New Mexico on US Highway 70/82; 90 miles north of El Paso, Texas, and 60 miles east of Las Cruces, New Mexico.

Q1.
Are there instructions for filling-out the standard form 1449 (SF 1449)
A1.
The offeror must complete blocks 12,17,23,24, and 30.

Block 12 is your discount terms for prompt payment.
Ex: if payment made within 10 days, 5% off invoiced price.
If there is no discount, the default is Net 30 days (payment is due within 30 days of acceptance of a properly-submitted invoice).
Block 17a is the offeror's address.
The "code" boxes refer to the Contractor and Government Entity (CAGE) code.
Offerors must be registered in the System for Award Management (SAM) to receive a CAGE code.
If the offeror has multiple facilities, enter the CAGE code for the appropriate facility.
Block 17b refers to special case if payment should go to an entity other than the offer.
Blocks 23 and 24 refer to the unit price (the schedule is the SF 1449 continuation sheet that lists the line items, and unit of issue), and amount.
The offeror fills out the the quanity x unit price and the actual amount.
Block 30 a-c, the offeror signs, prints, and dates the offer.

Has a contractor performed similar work to this for the Government in the past?
If available, please provide the incumbent contract number.

This requirement was performed last year under four separate contracts:
FA4801-16-P-0082, Protestant Education Director, worth $17,340.00
FA4801-16-P-0083, Protestant Music Director, worth $15,600.00
FA4801-16-P-0085, Catholic Music Director, worth $16,200.00
FA4801-16-P-0086, Catholic Education Director, worth $17,700.00
All four were awarded to Homeland Security and Management Solutions.

Since there is a current contract in place are all the positions currently filled?

These positions are currently filled.

Q4.
A-2. Addendum to 52.212-2 A. Factor 2 requires us to submit credentials qualifying the individual to fill each position.
What does the mean? Is the government requesting resumes for these positions?

A4.
For technical factor 2, the Government is requesting documented evidence that the candidate complies with paragraph 3.0 of each applicable position description.
For example, the Catholic Music Director must have a Bachelor's Degree and/or five years' experience in church music ministry or related academic credentials.
Offerors must refer to paragraph 3.0 of each position description
Q5.
As a company we offer the first right of refusal to qualified incumbent personal already in place before seeking other candidates. Factor 1 would cover how vacancies would be filled.
If it is not the government's intent to replace current personnel
would it be possible to have Factor 2 deleted?

A5.
The provision 52.222-17, Nondisplacement of Qualified Workers is applicable to this requirement.
As such, if there are employees in-place they must be offered the first right of refusal.
In the event of turnover, the offeror must be able to to fill vacancies while ensuring that employees are qualified in accordance with technical Factor 2.
