The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue a firm fixed price Invitation for Bid (IFB) to completely remove and rebuild Southwesternâ€TMs Clay to Logan 161kV transmission line, approximately 3.46 miles, located near Springfield, Missouri. The upgrade and rebuild project mainly consists of removal of predominantly wood pole H-frame structures and hardware with 556.5 kcmil ACSR conductor and replacement with predominantly galvanized steel H-frame structures and hardware for 1192.5 kcmil ACSR conductor and Optical Ground Wire (OPGW). This transmission line is primarily located in urban Springfield, Missouri and crosses through many different types of properties with many different types of surroundings such as residential, commercial, industrial, parking lots, apartment complexes, etc. There will be a significant number of landowners associated with these properties. The project will involve coordination with many public and private
entities owning infrastructure such as highways, roads, streets, sidewalks, street lights, underground utilities, overhead utilities etc. The Contractor shall provide all labor, equipment, and materials required to complete the project. Bidders must be able to demonstrate through past performance a minimum of two (2) yearsâ€TM experience in high voltage energized/hotline work for consideration to be determined responsible. Additionally, biddersâ€TM onsite superintendent must have a minimum of three (3) yearsâ€TM experience as a superintendent or foreman on high voltage transmission line rebuild construction projects. This is a 100% Small Business (SB) set aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $36.5 million. The magnitude of this project is estimated to be between $1 million and $5 million. The estimated project completion date is 300 days after receipt of Notice to Proceed (NTP). Contractor registration in the Governmentâ€TMs System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about November 19, 2018, with bids being due on or about December 19, 2018. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
