Description: The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain fixed price proposals from firms specializing in providing a web-based and cloud-based Applicant Tracking System (ATS and System) for public employers; herein after referred to as an “ATS”, resulting in the replacement of the current applicant tracking system. The ATS shall be a fully operational turnkey custom built or COTS (Commercial Off the Shelf) system. The vendor shall provide customizations, training, user documentation, and conversion services.The Loudoun County Department of Human Resources (DHR) is seeking a system that allows applicants to apply online for job vacancies by completing an application through the use of resume parsing and/or using screen by screen prompts to advance through the system to build a completed application. The system must be accessible from the County website and must be able to interface, through Web Application Programming

Interface (Web APIs) with the County’s existing custom new hire Employee Action Form. In addition to providing a full range of applicant tracking services and functionality, the ATS must have functionality that can store and manage job descriptions and/or classification specifications that can make them viewable on the internet, the system must also have a robust reporting feature to report on key DHR metrics.Offering firms shall meet the minimum qualifications contained in Section 4.0. Failure to meet the minimum qualifications will cause to reject the proposal as non-responsive.
