Fort Belvoir Community Hospital (FBCH) has a requirement to replace Connex Spot Monitors which feature an easy-to-use, vivid touchscreen display and provide vital signs’ measurements including blood pressure averages, spot-checking, interval monitoring and custom scoring across patient populations. The Connex Spot Monitor is MHS Genesis compatible and cyber compliant and is the only product that duplicates the on-hand reuse units. Additionally, the clinical staff and Biomedical Maintenance technicians are trained on the use and maintenance of this item. This device connects wirelessly to the patient electronic health record (HER) and sends vitals to the patient chart from the point of care to help improve efficiency. Further, the Connex Spot Monitor system is the lifecycle replacement item approved by the Defense Health Agency’s Medical Device Integration Task Force and posted to the National Capital Region’s Equipment Validation List. The Government intends to conduct this
procurement on a sole source basis and obtain this item from Welch Allyn, Inc. Maintaining an inventory of machines from the same vendor will minimize hospital equipment maintenance and personnel training expenses.  This notice of intent is not a request for a competitive proposal. All capability statements received within fifteen (15) calendar days after the date of publication of this notice will be reviewed by the Government and considered. Comments must be received no later than (NLT) 3 pm EST. However, the Government's determination not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the capabilities identified above within the required time frame without substantial duplication of cost to the Government. The statement shall include business size, ability to perform work, layers of subcontracting, and any other information indicating a legitimate ability to meet these specific requirements. The statement should not exceed five (5) pages in length, and written inquiries may be addressed to fozia.a.abdulah.ctr@mail.mil. Oral communications are not acceptable in response to this notice. A copy of the Justification and Approval will be posted no later than fourteen (14) days after award.
