Pre-Bid Meeting Information Pre-Bid Meeting No Online Q&A Online Q&A Yes Q&A Deadline 04/04/2024 10:00 AM (PDT) Contact Information Contact Info Stacy Fox (951) 308-6306, Stacey Biddle (951) 302-4106, Tammy Petricka (951) 694-6432 Stacy.Fox@TemeculaCA.gov, Stacey.Biddle@TemeculaCA.gov, Tammy.Petricka@TemeculaCA.gov Bids to Owner's Agent Description Scope of Services • The restrooms shall be maintained in a neat, clean, and sanitary condition on a daily basis. • Restrooms shall be serviced daily, 7 days a week, 365 days a year (including all holidays). • Clean, stock and lock restrooms and associated gates at Community/Sports Parks between the hours of 10:00 p.m. and 12:00 a.m. • Clean, stock and lock restrooms and associated gates at the Neighborhood Parks between the hours of 9 p.m. and 11 p.m. • Clean, stock, and lock restrooms and associated gates at school Facilities as indicated in the Fee Schedule (Attachment 1 – Excel Worksheet) at 10 p.m. • Record and submit daily all maintenance activities, vandalism, and graffiti on Restroom Maintenance Checklist (Exhibit C) form and submit via email to the City’s Maintenance Superintendent or other designated person. • Keep and provide records as required by City representative. • Provide all necessary equipment, tools, chemical disinfectants and sanitizer, supplies, etc. necessary to perform specified work. • City to provide all paper products and trash container liners (toilet paper, seat covers, paper towels). Submit request for products weekly. • Perform all activities in a safe manner pursuant to requirements by OSHA, utilizing all personal safety items required to prevent accidents, illness, or injury to maintenance personnel. • Some situations may require additional janitorial work to be performed to ensure the health and safety of the public. No additional compensation will be given for such work. • No unsafe condition shall be left without notification of City’s authorized representative. PLEASE REFER TO THE RFP FOR A COMPLETE LIST OF SCOPE OF SERVICES. Other Details Notes Documents must be uploaded in PDF or Excel format. It is the Proponent’s responsibility to ensure their proposal documents are properly uploaded onto the City’s online bid management system. Proposals that are missing pages, cannot be opened, etc. may be considered unresponsive. Hard copies submitted to the City, in lieu of electronic copies uploaded onto the system, will not be accepted as a viable proposal. If Proponent has difficulty uploading their response(s) to the PlanetBids system they shall be solely responsible for contacting PlanetBids at 818-992-1771 for assistance. The City does not have the capability to assist with uploading Proponent documents. Special Notices Documents must be uploaded in PDF format. It is the Proponent’s responsibility to ensure their proposal documents are properly uploaded onto the City’s online bid management system. Proposals that are missing pages, cannot be opened, etc. may be considered unresponsive. Hard copies submitted to the City, in lieu of an electronic copies uploaded onto the system, will not be accepted as a viable proposal. It is the Proponent’s sole responsibility to contact the City’s online bid management provider (PlanetBids at 818-992-1771) to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic bid/proposal, etc. Local Programs & Policies LOCAL VENDOR PREFERENCE PROGRAM - SERVICES A. It is the policy of the City to promote employment and business opportunities for local residents and firms on all contracts and give preference to local residents, workers, businesses, vendors, contractors, and consultants to the extent consistent with the law and interest of the public. B. The City of Temecula Local Vendor Preference is applicable to this Solicitation pursuant to Chapter 3.28 of the Temecula Municipal Code. A five percent (5%) preference will be given to Local Vendors in the determination for award of this contract. C. Qualified vendors, contractors, or consultants (Vendors) that desire consideration as a City of Temecula Local Vendor under this solicitation must complete the “Statement of Local Vendor Certification” (contained herein as Exhibit C) and submit it as part of their solicitation response. Late submittals of the Statement of Local Vendor Certification will not be considered. Submission of this statement will qualify the Vendor for treatment as a Local Vendor for purposes of this solicitation only.
