This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued.  This is an unrestricted procurement under NAICS 238220 for routine testing and treatment of the three cooling towers located at Defense Supply Center Richmond (DSCR).  The cooling towers are located at B34 and B46.Award will be based on lowest priced technically acceptable (LPTA) quote.  To be considered technically acceptable, vendors must be located in Virginia, quote all line items, and be trained in the treatment and testing of cooling towers, and bacteria testing must be performed by a Centers for Disease Control (CDC) approved Environmental Legionella Isolation Techniques Evaluation (ELITE) Member Laboratory.  Vendors must provide proof of certification for treatment/testing of
cooling towers. For the purposes of evaluation, vendors should assume the chemical cost will be $500 for each year and assume testing of all three water towers semi-annually and two water towers bi-weekly per year.Multiple awards will not be made.The period of performance will be for one base year and four option years as follows:Base year:  June 1, 2020 – May 31, 2021Option year one:  June 1, 2021 – May 31, 2022Option year two:  June 1, 2022 – May 31, 2023Option year three:  June 1, 2023 – May 31, 2024Option year four:  June 1, 2024 – May 31, 2025Quotes are due by noon on June 5, 2020.  Questions must be submitted by noon on May 22, 2020.****UPDATE****A site visit will be held on Thursday, May 28, 2020 at 10am.  All vendors who want to participate in the site visit are required to provide the names of all attendees by email to the contracting officer by 5pm Tuesday, May 26, 2020.  Vendors who do not register by the deadline will not be permitted on-site. ****UPDATE****Updated PWS attached.  Vendors have until noon June 18, 2020 to update their quotes if required.
