The Department of State, through the Office of Management Information Systems (OMIS) supports FSI with operations and maintenance of FSI's internal computer networks and

communication systems, and application of the systems to meet both internal FSI needs and the data needs of other Bureaus.This Request for Information (RFI) notice is for informational and planning purposes only and is not to be construed as a commitment by the Government to enter into a future contract. Respondents will not be paid or reimbursed for any information provided to the Government in response to this notice.BACKGROUND INFORMATION:FSI's Office of Management Information Systems (FSI/EX/OMIS) has comprehensive responsibilities for the operations and maintenance of FSI's internal computer networks and communication systems, and application of the systems to meet both internal FSI needs and the data needs of other Bureaus. The networks interface with the Department of State's WAN and the Internet Cloud technologies. The networks support 950 staff and faculty, and over 12,000 students. The LAN/WANs currently consists of over 2800 desktops and 100 servers to support staff/faculty, classroom, and student use.To ensure the effective implementation of technology-assisted learning, it is essential to help the teaching staff to integrate technology into the curriculum and to assist students to maximize their use of technology-assisted learning during their training. It requires a unique mix of technological knowledge to make true educational use of technology based tools locally and on the Cloud. Extensive experience in applying media and instructional technology to particular subject interests is imperative in order to respond to the needs of teachers and students.All Small Business firms that respond are to identify firm size and type of business to the anticipated North American Industrial Classification System (NAICS) code 541512 Computer System Design Services).REQUIREMENTS:Interested firms are requested to submit a capability statement, limited to no more than five (5) pages using Calibri size 12 font with 1 inch top, bottom and side margins. All capability statements must be specifically tailored to address the information identified in this notice. Generic corporate marketing information will not be considered responsive to this notice and will not be included in the market research assessment.Submission instructions are provided below. The capability statement shall include the following:Provide company name, address, telephone number, point of contact (including email address), company size and DUNS number.Provide company institution or organization affiliation.Provide a list of Federal Supply Schedule contracts and Government-wide Acquisition Contracts (GWAC) held by the firm. The list should include at minimum the contract number and type of schedule or GWAC.Provide the company’s approach and capabilities in response to the requirement as set forth in the Draft PWS, and ESTIMATED total cost (this is NOT considered a proposal/quote, the Government is trying to assess through market research the approximate cost of the requirement. Contractors shall not consider this a proposal/quote.).The PWS focuses on the IT operations and maintenance, integration services, critical infrastructure protection and information assurance support services. Provide recommendations that will lower the cost and improve results. Demonstrate capabilities to acquire and retain high quality technical support personnel, especially related to information assurance, infrastructure engineering, mobile computing, information laboratory testing and systems administration.Provide any questions or feedback on elements of the Draft PWS that are unclear.
