bkelleher@ccta.net Bids to Owner's Agent Description Scope of Services The Authority is releasing this RFP to obtain proposals from qualified attorneys and law firms to provide general counsel legal services. The successful firm must provide a designated individual to serve as Authority Counsel that possesses expertise in the areas including, but not limited to, public sector law, personnel, public meetings, contracts/agreements, existing and proposed transportation laws and regulations, land use, housing, public contract code, construction, public private partnerships, employment laws, human resources management, conflicts of interest, ROW acquisitions, CEQA/NEPA, environmental and hazardous material laws, vehicle miles travelled, litigation, risk management, procurement of goods and services, and knowledge of applicable California Codes and federal codes and regulations to a transportation authority. A description of the services sought is described herein. The Authority is seeking a firm or team for a three-year agreement with two additional one-year extension options to provide general counsel legal services. Other Details The Authority is soliciting the services of a qualified law firm to provide services as Authority Counsel to the Authority Commissioners and staff. The Authority anticipates that an individual or firm will provide services as General Counsel under a fixed monthly retainer with special services outside the scope billed at an hourly rate. It is expected that the services provided under a retainer as General Counsel would include services generally understood including but not limited to public sector law, personnel, public meetings, contracts/agreements, existing and proposed transportation laws and regulations, land use, housing, public contract code, construction, public private partnerships, employment laws, human resources management, conflicts of interest, ROW acquisitions, CEQA/NEPA, environmental and hazardous material laws, vehicle miles travelled, litigation, risk management, procurement of goods and services, and knowledge of applicable California Codes and federal codes and regulations to a transportation authority (estimated at an average of 30 to 40 hours per month).
