MoDOT NE considers a

“complete long block engine” to be the block, rotating assembly, cylinder heads, and valve train with a gasket set and low pressure oil pump. This may, but is not required to, include pans, valve covers, timing covers, injectors, fuel delivery, or any other bolt-ons.
