The purpose of Amendment 03 is to incorporate the attached CBA Supplemental Agreement Effective October 1, 2023 into the solicitation. The purposes of Amendment 02 are to:1). provide answers to contractors' questions; 2). incorporate the current CBA into the solicitation. The purpose of Amendment 01 is to extend the date and time for receipt of quotations to 1400 hours PST on 4/22/2024.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.This acquisition is for the selected Contractor to provide all food, personnel, management, supervision, materials, supplies and other items or services necessary to provide Full Food Services at U.S. Coast Guard Sector San Diego, San Diego CA.To accomplish its
mission, it is essential that the dining facility be always maintained in an attractive and sanitary condition, and that military etiquette is adhered to. The Coast Guard Dining Facility (CGDF) has one kitchen and serves two meals per day with all meals served cafeteria style. The meal volume has ranged over the last three years from 18,641 – 23,933 meals annually. The CGDF Weekday Breakfast hours of operations are 0600 - 0730 (6 a.m. - 07:30 a.m.) and Lunch hours of operations are 1100 – 1230 (11 a.m. – 12:30 p.m.) Monday – Friday. Weekends (Saturday & Sunday), Reserve All Hands Weekend & Holidays including Thanksgiving/Christmas CGDF Breakfast hours 0700 - 0830 (7:00 a.m. - 08:30 a.m.), Breakfast (Reserve All Hands Weekend – biannual) hours 0630 – 0800 (6 a.m. – 8 a.m.), and Lunch hours 1100 – 1230 (11 a.m. – 12:30 p.m.). The CGDF is used regularly by Coast Guard active duty and retired personnel, reservist and civilian government employees working at the base; as well as barracks occupants, duty sections, and late working or emergency service employees; and, for any special events that may occur throughout the period of performance.Note: This procurement is a Total Small Business Set-Aside with the caveat that State Licensing Agency, considered other than small business, will be allowed to compete. Offers from the State Licensing Agencies (for Blind vendors) operating under authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given a priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33.(A) The solicitation number is 70Z08424QDL930005 and is issued as a Request for Quotation (RFQ).(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03 effective date: 02/23/2024. Unannounced visitors will not be allowed on site.NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest.Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance.
