the boroughs of Manhattan, Bronx, Brooklyn, and Queens, as detailed more fully within Section II of this RFP (collectively, the “Services”). Both Cable Vision and Time Warner currently provide primary internet service at the Field Offices, with the list of Field Offices and the specific Field Offices serviced by Cable Vision and Time Warner (each a “Primary Provider”), respectively, set forth on Appendix 1 to this RFP. The Services sought by NYCHA pursuant to this RFP are for the provision of secondary internet circuits and internet services at the Field Offices. Therefore, while NYCHA may accept Proposals from authorized resellers (a “Reseller”), a Reseller cannot propose to use a Primary Provider to service a Field Office that is already being serviced by the same Primary Provider, e.g., a Proposer cannot propose to use Cable Vision to provide the Services at a Field Office, if Cable Vision is already the Primary Provider at that Field Office. NYCHA intends to enter into up to four agreements (the “Agreement(s)”) with the selected Proposers (the “Selected Proposer(s)” or the “Consultant(s)”) to provide the Services. The Services will be provided on an “as-needed” basis, pursuant to written authorizations for the Services (“Authorizations”) issued by NYCHA under the Agreement(s). All questions and answers will be shared with all the Proposers receiving this Solicitation by May 10, 2017. In order to be considered, each proposer must demonstrate experience in performing the same or similar scope of Services as those outlined in the referenced Scope of Work, Section II and the selected proposer must satisfy the minimum required qualifications as outlined in Sections V. The proposal should contain sufficient details to enable NYCHA to evaluate it in accordance with the criteria set forth in Section V; Evaluation Criteria of this Solicitation. Proposers electing to request hard copies of the bid documents (paper document), rather than downloading online from NYCHA iSupplier portal, will be subject to a $25 non-refundable fee; payable to NYCHA by USPS-Money Order/ Certified Check only for each set of Solicitation documents requested.
