The “cone of silence” is in effect for this solicitation from the date the RFQu is advertised on Demandstar.com, until the time an award decision has been approved by the Palm Beach State College District Board of Trustees and fully executed by all parties. Such contact may result in the vendor being disqualified. All contact must be coordinated through Mr. David Chojnacki for the procurement of these services. All questions regarding this RFQu are to be submitted in writing to David Chojnacki, Interim Director, Procurement Department via e-mail chojnacd@palmbeachstate.edu, or by phone 561-868-3465. Background Palm Beach State College, a richly diverse comprehensive two-year institution with a history of achievement since 1933, transitioned in 2010 to a four-year State College offering baccalaureate degrees. The College is dedicated to serving the expanding educational needs of the residents of Palm Beach County by providing four-year baccalaureate degrees and continuing to offer traditional associate in arts, associate in science and associate in applied science degrees, professional certificates, workforce development and lifelong learning. The mission of Palm Beach State College: Palm Beach State College provides accessible, student-centered teaching and learning experiences in academic, technical, and lifelong learning to transform lives and strengthen our community. The District Board of Trustees of Palm Beach State College is seeking architectural services for the design of a Landscape Master Plan on the southern border of the Lake Worth Campus in Lake Worth, Florida. 6th Avenue, a four-lane split county road is the main thoroughfare on the southern border of the Lake Worth Campus. One of the campuses’ main entrances is located off of 6th Avenue. Congress Avenue, which intersects with 6th Avenue, defines the western border of the campus. The scope of the project will include some portion of the western boundary. To demonstrate capability for the performance of the required services, applicants must reply by completing the electronic Proposal Form used to qualify a firm based on personnel, past performance, references, diversity, workloads, prior litigation, and volume of work previously issued by the College to the firm (to ensure equitable distribution of projects). Public Entity Crimes: F.S. 287.133 (2) (a) A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid/RFP/RFQ on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in F.S. 287.017 for CATEGORY TWO ($25,000.00) for a period of 36 months from the date of being placed on the convicted vendor list. Note: Applicant, by signing the application, attests they have not been placed on the convicted vendor list. Scope of Work The scope of work includes professional Landscape Master Planning & Architectural Services for the “Re-Visioning”, Planning, and Development of the entire south and partial west property boundaries of the Lake Worth Campus along 6th Avenue South and Congress Avenue. Besides focusing on some selective site elements noted below, the primary intent is to create a new, aesthetically pleasing, welcoming, landscaped impression for vehicular and pedestrian traffic passing or approaching this “commuter” college campus originally opened in 1956. The selected architectural firm shall bring this side of the campus a new vision, a reinvented landscape eager to welcome students, faculty, staff and the public. The design will address today’s needs and encourage pride from the community, while paying homage to our history in Palm Beach County and as the State’s oldest community college. The selected firm shall function as the ‘Architect of Record’, including the following phases, (1) Programming and Master Planning, (2) Conceptual Design/Visioning, (3) Schematic & Design Development, (4) Permit Construction Documents for phased implementation, (5) Bidding & Negotiation, and (6) Construction Administration. • NOTE: Phases 1 & 2 must be completed within three (3) months of contract execution, and include the following deliverables: a) Written Visioning Program developed from stakeholder meetings with the President & Cabinet members from the Lake Worth Campus b) Landscape Master Plan c) Computer-generated 3-D imagery of the Master Plan d) Computer-generated 3-D imagery of selective “Focus Elements” proposed for this plan e) A Conceptual Construction Cost Estimate Upon approval of the design and cost estimate by the President, the Architects will be authorized to proceed with the subsequent phases. FOCUS ELEMENTS – The following have been identified as key elements in the development of the new 6th Avenue Landscape Master Plan: 1) Campus Corner Monument at the southeast corner (6th Avenue and John Prince Park) 2) Landscape-screened asphalt Skid Pad with surrounding berm. 3) Landscape-screened Baseball Field with surrounding berm. 4) Landscape-screened Sewage Pump Station with surrounding berm. 5) Landscape-screened Soccer Fields and on-grade Parking with surrounding berm. 6) Pedestrian Sidewalk Recommendations for the 6th Avenue boundary bordering and south of the L-13 LWDD Canal (NOTE – this is NOT on college property) 7) 6th Avenue Campus Entry – this is a signature focus element of the plan addressing:  Heavily landscaped Boulevard entry addressing “Placeholders” for future major building developments reflected in our current 5-Year Campus Master Plan for:  NEW Student Services “One Stop” Center (4-5 stories) RFQu 2122-08DC Architectural Design Services – 6th Avenue Landscape Beautification P a g e | 6  NEW Addition to the Duncan Theatre  New LED Sign Wall at entry  Optional – Monumental Gateway Entry  Pedestrian walkways connecting Campus to 6th Avenue, reflecting the limited “real” number of pedestrians arriving at this campus as well as the “Character” of the campus (it is not an “Urban” center) 8) Visual Enhancement to existing Retention Ponds 9) Landscape-screened, with berm, TraumaHawk Helipad and on-grade Parking 10) Campus Corner Monumental Sign and Landscape at the southwest corner (6th Avenue and Congress) similar to sign at Lake Worth Road & Congress with no water feature 11) Design considerations for landscape enhancement and screening of on-grade parking lots 12) Review, Evaluation and Recommendations for “Existing Landscape”, creating a Master Landscape Palette of Materials, Types, and Combinations incorporating Xeriscape and low maintenance species to be implemented in phases across the entire campus over time, contributing to the master plan organization and creating an homogenous landscape vision. DELIVERABLES 1. Phase 1 - Programming and Master Planning, Phase 2 - Conceptual Design/Visioning must be completed within three (3) months of contract execution, and include the following deliverables: f) Written Visioning Program developed from stakeholder meetings with the President & Cabinet members from the Lake Worth Campus g) Landscape Master Plan h) Computer-generated 3-D imagery of the Master Plan i) Computer-generated 3-D imagery of selective “Focus Elements” proposed for this plan j) A Conceptual Construction Cost Estimate 2. Design Development Construction Documents 3. FINAL Permit Construction Documents & Specifications 4. Construction Cost Estimate 5. Evaluation of Competitive Bids or GMP 6. Construction Administration of the Contract for Construction 7. Final Inspection of construction completion for compliance with the permitted documents and applicable codes 8. One year warranty Inspection While this RFQ is addressed to the Architect as Prime, it is exceptionally important and encouraged to include an experienced Landscape Architect & Planner as one of the firm’s Professional Consultants. As well, this solicitation requires that the firm submit a proposed Civil Engineer. Depending upon the selection and implementation of Focus Elements, other consultants may be required, including, but not limited to (1) Structural, (2) Electrical or (3) Mechanical.
