This is a notice of intent to sole source. The Portland District intends to award a sole source, firm fixed price service contract to Warm Springs Geo Visions, 4202 Holiday Street, Warm Springs, OR 97761 in accordance with FAR 13.106-1(b)(1)(i) - Only one source.Service:The U.S. Army Corps of Engineers (USACE), Portland District (Corps) and Bonneville Power Administration (BPA), referred to as "the Agencies", are responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System wide Programmatic Agreement (SWPA) for the management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Section 106 of the NHPA. The study area includes the direct effects area of
potential effect (APE) for Bonneville, The Dalles and John Day Projects, including areas within the ceded territory of the Confederated Tribes of the Warm Springs Reservation (CTWSRO).The services in this contract are for the contribution of traditional knowledge and input from the CTWSRO as part of assisting the Corps with NHPA Section 106 compliance. Services including the following: observe, document, and report the physical dynamics involved in the erosional or depositional processes occurring at monitored sites; record site conditions in an effort to provide information from which future changes such as sediment loss, topographic change, vegetation change, human and animal use impacts, soil disturbance, and vandalism can be quantitatively determined; monitor for looting, vandalism, and burial desecration at designated sites and to ensure proper authorities are notified; accurately document the variation and diversity of potential impacts and causal factors at the site; and provide recommendations for treatment of monitored sites including recommendations regarding future monitoring frequency.This acquisition is intended to be sole sourced to Warm Springs Geo Visions, a solely owned and operated enterprise of the CTWSRO. Warm Springs Geo Visions is the CTWSRO's cultural resource managing entity and has oversite of all off reservation cultural resource NHPA compliance on behalf of the CTWSRO. Warm Springs Geo Visions are the only source authorized to represent and speak on behalf of the CTWSRO, as it pertains to the NHPA.A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990- All Other Professional, Scientific, and Technical Services with a size standard of $15,000,000.00.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 02:00 PM local time on 20 July 2018, an award will be made without further notice.
