This addendum is divided into the following parts: Part 1: Answers to questions; and Part 2: Additions, deletions, clarifications and modifications to the RFQ. It is the sole responsibility of the bidder to be knowledgeable of all of the additions, deletions, clarifications and
modifications to the RFQ and/or the New Jersey Standard Terms and Conditions relative to this solicitation as set forth in all addenda. Each question is referenced by the appropriate solicitation page number(s) and section where applicable. # Question Answer 1 Are we only providing the data file to an existing MDSS system? If it is only the data file, can an example netCDF file from the existing setup be provided as an exhibit so that we know the exact format of what we need to replicate? How often should this file be provided and how is it delivered? Please be advised that the RFQ has been revised. MDSS and netCDF are no longer a requirement of this Solicitation. Please see the newly attached file “Weather Forecasting Website” for the format needed for data files. 2 Can you provide a sample of a customized subset of data that should be able to be handled by the website? Attachment “Weather Forecasting Website” is the screen shot of the current website for the customizable sub set data. 3 Per the training classes, are they expected to be completed in-person or virtually? Either in-person or virtual training is acceptable. Please specify in the proposal which will be provided. 4 Will the contractor be provided polling access to the devices, or provided access to the data in another way? If we are polling the devices directly, will this be via NTCIP, and if so which version of NTCIP is used by NJDOT? RWIS sites use wireless modems to communicate with vendors using a data string format. 5 Is it expected that when a pavement forecast is transmitted to NJDOT that it is only viewable on the website, or is it transmitted in other ways as well? The title of the document is “proposal” but “quote” is mentioned multiple times in the document title and throughout the document. The ”Proposal” mentioned is the entirety of the proposal, a technical quote and the pricing. This solicitation requires a “Technical Quote”, referenced in Section 3.5 of the RFP. 7 Is the forecast format of netCDF a requirement for bidding? Does the DOT have their own MDSS system or do we need to provide an MDSS? What is the current use of the MDSS? Please be advised that the RFQ has been revised. MDSS and netCDF are no longer a requirement of this Solicitation. Please see the newly attached file “Weather Forecasting Website” for the format needed for data files. 8 Is the DOT interested in receiving severe weather alerts outside of the winter season (May 1-September 30)? Yes, severe weather alerts shall be provided year round. 9 Is the DOT open to alternate suggestions for forecast formats, deliverables or other mentioned items that still meet the documented needs? Yes, as long as it aligns with the operations of the personnel out in the field. 10 Is the DOT open to alternate forecast delivery timing suggestions? Yes, once awarded NJDOT is open to suggestions for alternating forecast delivery timing. 11 How is RWIS observation data delivered from the NJDOT to the weather vendor? RWIS sites use wireless modems to communicate with vendors using a data string format.
