City of Snohomish - RFQ for Utility Improvement Projects City of Snohomish REQUEST FOR QUALIFICATIONS Professional Services for Utility Improvement Projects INTRODUCTION Notice is hereby given that the City of Snohomish (City) is seeking Requests for Qualifications (RFQ) from qualified consultant firms for professional engineering services to prepare construction drawings, specifications, and cost estimates; and provide construction management services for water, sewer, and storm system capital improvement projects. Firms must have sewer lift station experience. All services are to be performed or supervised by persons appropriately licensed and registered under Washington State laws governing the practice of engineering. PROJECT DESCRIPTION The City has identified multiple utility improvement projects in the City’s Comprehensive Water System Plan (2019), General Sewer Plan (2020), and Stormwater Comprehensive Plan (2013). These Plans can be found on the City’s Engineering webpage (
https://snohomishwa.gov/196/Engineering). The following projects may be included in this contract: Second Street Bridge Water Improvements: Replace a 6-inch water line attached to the Second Street bridge over the Pilchuck River. Sixth Street Bridge Water Improvements: Replace a 2-inch water line attached to the Sixth Street bridge over the Pilchuck River. Ferguson Pump Station Improvements: Located near the southwestern corner of Blackman’s Lake in Ferguson Park east of Avenue A, this project consists of upgrading pumps, replacing electrical panels and adding a generator. Sinclair Avenue Storm Improvements: Install storm conveyance system improvements along Sinclair Avenue north of Bickford Avenue. MINIMUM QUALIFICATIONS Consultants shall be licensed to conduct business in the State of Washington and registered professional engineers in the State of Washington. Principal Engineer and Project Manager assigned to the projects must have a minimum of ten (10) years relevant experience in utility improvement project design and construction management. Consultant shall be knowledgeable of the current City standards, and State and Federal regulations. SUBMITTAL The submittal shall be limited to seven (7) 81⁄2” x 11” pages, double-sided, which will include a cover letter, demonstration of the consultant’s knowledge and experience in utility project design and construction management. Provide descriptions of prior utility projects, include the project team members, year completed and references. Identify proposed team members for the City’s project, qualifications of all key personnel proposed for this project, and discuss their availability to work on the City’s project. City may reject the proposal or contract award to the selected consultant if there is a replacement of the consultant’s project lead, key personnel and/or sub-consultants, identified in the proposal. Email a pdf copy (10 megabytes maximum file size) of the proposal to sics@snohomishwa.gov. Proposals must be received no later than 3:00 PM on Wednesday, August 16, 2023. Documents submitted in response to this RFQ shall become the property of the City and shall be considered public documents under applicable Washington State laws. All costs incurred in the preparation of a submittal and participation in the RFQ process shall be borne by the participating consultants. The City reserves the right to reject any and all proposals received. RFQ’s submitted past the aforementioned date and time will not be accepted. RFQ’s not in the proper form may be rejected. SELECTION PROCESS The City will evaluate the submittals and conduct interviews with the selected finalists. The final selection, if any, will be the consultant(s) which, in the opinion of the City, best meets the requirements set forth in this RFQ and is in the best interest of the City. A scope of services and fee will be negotiated with the selected consultant(s). Following the submittal of satisfactory scope of services, fees, schedule, and insurance coverage, the City’s Project Manager will recommend to the City Council that they authorize the Mayor to execute a consultant services agreement(s) with the selected consultant(s).
