This RFI announcement is intended to determine the availability and technical capability of businesses to provide the required supplies.BACKGROUND:The Naval Surface Warfare Center, Crane Division (NSWC-CR) is seeking information for market research purposes for the procurement of Warranty Services and Spare Equipment. The Warranty Services include calibration/repair of previously purchased equipment Fluke Electronics Corporation (Fluke). Additional spare equipment is also anticipated to be procured from Fluke. These warranties and equipment will be in support of

maintaining the In-Station Calibration (ISC) effort in support of Strategic Systems Programs (SSP) Teradyne S9100 Flight Configuration Test Stations. This test station is used to test circuit card assemblies (CCAs) in the Trident D5 missile. NSWC-CR intends to award a contract on a sole-source basis to Fluke, 6920 Seaway Boulevard, Everett, WA 98203-5829 (CAGE 4U744). This effort will be conducted in accordance with the statutory authority 10 U.S.C. 3204 (a) (1) as implemented by FAR 6.302-1.The basis for restricting competition to Fluke is because Fluke is the OEM and only vendor that develops, maintains, and installs proprietary firmware on the instruments to correct performance issues. Only the Fluke warranty plan services guarantee the appropriate turn-around time based on program schedules. Furthermore, there could be a work stoppage at the test sites if not for the guaranteed timeframe for the warranty services. Without other vendors available to calibrate/repair the Fluke assets, the equipment would have to be replaced by new equipment, which would result in substantial costs and possible work stoppages at test sites. The selection of an alternate vendor is estimated result in a delay of up to twenty-four (24) months for testing of alternate equipment.
