The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids (IFB) for dredging and disposal of material. Draft plans and specifications are being made available through this pre-solicitation notification in order to provide potential bidders the opportunity to provide comments that the District may consider while finalizing the plans and specifications. Comments may be sent to Heather Skorik, Contract Specialist heather.m.skorik@usace.army.mil no later than 25 June 2021.The final solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about July 1, 2021. This will be a small business set aside IFB. The NAICS code for this procurement is 562910 with a size standard of 750 people.  Any responsible source meeting the required standards may submit a bid to be considered by the New England District.This project
consists of environmental remediation via mechanical dredging of an outfall drainage channel (OF-008) on the Stratford Army Engine Plant property to remediate metals and PCBs affected sediments.  Approximately 13,000 cubic yards (cy) of material needs to be removed from the OF-008 drainage channel. Dredged material must be dewatered, solidified with cementitious materials, and placed on-site for future beneficial re-use. A small portion of this material requires off-site disposal at RCRA D (solid waste) and TSCA approved landfills. This material will require segregation during dredging. OF-008 will require backfilling with clean sand material.  All work must be completed within the 12.5-month period-of-performance.Under this contract the successful offeror will be required to provide the equipment and materials required for the dredging and processing of sediment.Please note that this solicitation is set aside for certified small businesses.  This is not an invitation for bid at this time; the solicitation requirements and contract documents which will include instructions for submission and the response dates will be available on or about 1 July 2021.  Neither telephonic, mailed, nor faxed requests for hard copies of this solicitation will be accepted.  The solicitation will only be available online; in order to download the solicitation, bidders must access the System for Award Management website (SAM.gov).  All responsible sources may submit a bid which shall be considered by the New England District.  Additional questions may be emailed to the Contract Specialist at heather.m.skorik@usace.army.mil.
