 Notice of Intent:Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intent to require, on a sole source basis, a brand name requirement for the manufacturer Monaco to supply the Fire Alarm and SCADA panel with an AES IntelliNet Mesh radio reporting system at Cold Regions Research Laboratory, Hanover, NH.  The CRREL currently features a Mircom fire alarm and SCADA panel with AES IntelliNet Mesh radio reporting system which is capable of detecting alarm signals at discrete locations in the buildings throughout the base and transmitting this information to the Hanover dispatch center. This fire alarm system is used base wide and interconnects each building to the other. With the Mircom/AES IntelliNet fire alarm system, the Town of Hanover fire department can respond appropriately based on the specific, point to point information transmitted.Fire alarm and SCADA system panels installed at CRREL require the monitoring devices to be addressable. The term "addressable"
means that during an alarm event, the system reports the specific device that has activated, providing the precise location of the device to include description of the event.  Network compatibility with existing communication protocols is a priority in this acquisition.  The existing control panels, monitoring devices and alarm monitoring stations are networked and communicate directly through a Microm/AES IntelliNet system protocol.  The existing Mircom/AES IntelliNet reporting network system is not recognized to be compatible with other manufacturer’s control equipment. CRREL has standardized on the Mircom FX-2000 control panel campus wide to facilitate in house test, inspection, maintenance, and reconfiguration of the systems. CRREL has staff who have attended factory training on this equipment and maintains an inventory of replacement parts. Use of another manufacturers equipment would require either outsourcing work currently done in house or CRREL staff would require additional training and an additional inventory of compatible replacement parts. Both of these would increase both the time required to return an impaired system to service as well as the cost of doing so. The town of Hanover requires fire alarm systems to be monitored through the Hanover dispatch center. The dispatch center uses an AES receiver for this monitoring system and AES is the only manufacturer of a compatible subscriber unit to report to this system. Compliance with Hanover monitoring requirements for a fire alarm system requires use of this AES equipment listed for compatibilityTHIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mircom fire alarm and SCADA panel with AES IntelliNet Mesh radio reporting system.  The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent.  All responses received within 15 days of the posting of this notice of intent will be considered by the Government.  A determination by the Government to require the brand name for the Monaco panels and AES reporting system for the Cold Regions Research Lab procurement based on this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.
