This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision for services necessary to perform maintenance services as defined in the Statement of Work (SOW). The Contractor shall be responsible for demolition and hauling of mobile home units (MHU), Travel Trailers (TT) located at the Beeville, Texas FSA.  This solicitation
requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.  Registration information can be found at www.sam.gov.  Registration must be “ACTIVE” at the time of award.                (ii) 70FBR620Q00000037 is the solicitation number and this solicitation is issued as a request for quotation (RFQ) to establish a Blanket Purchase Agreement (BPA).                (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 Dated 1/15/2020 see https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/hsar for clause language.                (iv) This is a 100% Disaster Area Set-Aside for businesses residing and primarily doing business within the Presidentially Declared Disaster Area of DR-4332-TX, Hurricane Harvey in one of the Declared Counties listed within the solicitation attached.                 (v) See the RFQ attachment for CLIN/pricing structure.                (vi) MHU and TT demolition and hauling is required as stated in the specifications in the attached RFQ and the attached SOW (within the RFQ).                (vii) Date(s) are to be determined based off of date of award.  As a BPA will be established as a result of this RFQ, the anticipated term of this BPA is from 07/1/2020 through 06/30/2025*CLINs 0001 through 0006 will be added together for assessment of the lowest price, see the Price Schedule Table for completion.The place of performance is and within 120-miles of the location:FEMA Beeville Staging AreaChase Field2745 Byrd St. Hangar VT-24Beeville, TX 78102                (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference.  See the attached solicitation.                (ix) The provision at 52.212-2, Evaluation-Commercial Items, is applicable in that the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price only.  See the attached solicitation.                (x) Offerors are to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.  See the attached solicitation.                (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is incorporated by full text.  However, separate invoice instructions with payment details will be provided at time of award.  See the attached solicitation.                (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.  See the attached solicitation.                (xiii) See the attached solicitation and SOW for additional contract requirement(s) and terms and conditions.                (xiv)The Defense Priorities and Allocations System (DPAS)is not applicable to this solicitation.                (xv) Questions will be accepted up to May 29, 2020 close of business 1 p.m. Central Standard Time.  Questions should be emailed to Horacio.Fernandez@fema.dhs.gov.  Phone calls will not be accepted.  Quotations are due by June 8, 2020 5 p.m. Central Standard Time.  Email quotations to Horacio.Fernandez@fema.dhs.gov.
