ADVERTISEMENT TO BIDLewis Township will receive sealed bids for General, Electrical and HVAC Construction to construct an upgrade and expansion of its Wastewater Treatment Plant until 5:00 P.M., local prevailing time on Thursday, July 14. Lewis Township will publicly open and read aloud Bids at 7:00 P.M. , Thursday, July 14, at its office, 116 Maple Street, Millmont, PA, 17844 for this General Construction Contract.The Engineer will conduct a pre-bid meeting at 10:00 AM Friday, July 1, 2022, at Lewis Township Municipal Building 116 Maple Street, Millmont, PA, 17844coordinates 40°52'54.7"N - 77°08'15.2"W. The meeting will reconvene at the collection system extensions site following presentation of the Agenda. Pre-bid meeting attendance is recommended but not mandatory. Contractors not in attendance are still eligible for bidding. General Construction: General Contractor shall perform general construction of the Upgrade and Expansion of Lewis Township’s existing Wastewater Treatment
Plant (WWTP) as fully described in the Conformed Project Manual. Contractor shall provide new treatment facilities as needed to produce a fully functioning plant including but not limited to: mechanical and manually-cleaned influent screens in new channel, duplex submersible influent pump station, aeration blowers, return/waste sludge plus nitrate and mixed liquor recycle pumps in the existing Treatment Building, chemical feeds in a portable building. Convert sequencing batch reactors into aerobic digesters. Provide all with associated process piping, fittings and valves inside buildings and tanks as well as buried. Add a trolley crane. Provide improvements on all existing buildings: new metal roof and associated insulation, soffit, fascia, gutters and downspouts, trim and other accessories; new doors and hardware; upgrade existing stairs and replace existing walkway. Demolition includes existing roofing on all buildings, doors, SBR walkway and equipment, pumps and blowers in the treatment building, influent, recirculation and outfall lift pumps, chlorination and other treatment tanks. Provide new lab workbench and toilet facilities in control building.Township has prepurchased treatment tanks consisting of biological reactor, secondary clarifier, ultraviolet (UV) light disinfection system and reaeration basin from Dutchland Inc. which shall provide (furnish and install) the tanks themselves, and furnish submersible mixing pumps, air diffusers, pipe, valves, and accessories to be set inside or on top of the tanks. General Contractor shall provide all excavation, backfill and compaction necessary for Dutchland to install the tanks and furnish the labor to install the equipment inside the treatment tanks.General Contractor shall provide all associated piping and other accessories and facilities to provide a fully functioning treatment including new piping: interior, exterior above grade air, buried process; and outfall sewer; handrail painting, erosion and sediment control, site restoration, take down and restore as needed existing fencing. Remove and safely dispose of existing constructed wetlands contents.Electrical Construction: Electrical Contractor shall perform electrical construction of the Upgrade and Expansion of Lewis Township’s existing Wastewater Treatment Plant (WWTP) as fully described in the Conformed Project Manual. The project includes but is not limited to providing electrical power supply and control wiring to the following new treatment facilities: mechanical influent screen, influent pump station, aeration blowers, return/waste and internal recycle pumps, chemical feeds, UV disinfection and submersible mixing pumps in new treatment tanks. Provide variable frequency drives for aeration blowers, influent and recycle pumps. Provide process control metering and instrumentation. Provide all-new LED site and building interior lighting. Provide power to a trolley crane, heating and ventilation systems in various arrangements for one new and all existing buildings. Demolish existing SBR Control Panel, electrical power distribution and controls, interior and exterior lighting and receptacles. Deenergize existing lighting and receptacles pumps and blowers in the treatment building, as well as influent, recirculation and outfall lift pumps to allow General Contractor to demolish. Deenergize heating and ventilation in all buildings to allow Heating and Ventilation Contractor to demolish. Provide all other electrical accessories and facilities necessary to provide a fully functioning treatment plant including wiring, conduit and hangars, safety switches, etc.Heating and Ventilation Construction: Heating and Ventilation Contractor shall perform heating and ventilation construction of the Upgrade and Expansion of Lewis Township’s existing Wastewater Treatment Plant (WWTP) as fully described in the Conformed Project Manual. Provide electric heaters and ventilation fans in various arrangements for one new and all existing buildings, including all necessary accessories and facilities to provide fully functioning buildings.Heating and Ventilation Construction: Heating and Ventilation Contractor shall perform heating and ventilation construction of the Upgrade and Expansion of Lewis Township’s existing Wastewater Treatment Plant (WWTP) as fully described in the Conformed Project Manual. Provide heating and ventilation systems in various arrangements for one new and all existing buildings, including all necessary accessories and facilities to provide fully functioning buildings. Demolish existing heaters and ventilation fans.Bidders must provide with their Proposal (or Bid) either a certified bank treasurer’s check, a certified cashier’s check payable to the order of Lewis Township Supervisors or a bid bond in the amount of ten percent (10%) of the bid. Bidders must also provide with their Proposal a fully completed Non-Collusion Affidavit and a Public Works Employment Verification Form. The two apparent low bidders for each contract will be required after bids are opened to provide proof of prior experience and adequate resources to complete the project. The successful low bidder for each contract will be required to furnish fully executed original Proposal (or Bid) forms. Failure to fully comply with all bid requirements including but not limited to the above will be cause to reject a bid.Prospective Bidders may review the Conformed Project Manual through the PennBid website. Lewis Township will only accept bids from interested parties who have submitted bids via the PennBid website. Refer to PennBid https://pennbid.procureware.com for contract details.Bidders are advised that PA Prevailing Minimum Wage Rates are incorporated in the Contract Documents and must be paid to all workers employed at the construction site.Lewis Townshipmay hold all Bids and they shall remain irrevocable for 120 days from the Bid Opening date, which includes 60 days that may be needed to secure funding. The Township reserves the right to accept or reject any or all bids, waive any informalities or irregularities, or negotiate contract amounts.
