Summary: The intent and purpose of this Invitation to Bid is to establish a contract with one qualified firm for the construction of improvements to Sadler Road in Henrico County. The proposed improvements total approximately 9,600 linear feet, generally from Dominion Boulevard to just east of Cedar Branch Court. Improvements will consist of a two-lane curb and gutter roadway with a shared center left turn lane, with a portion of the project on new location with signing, pavement markings, proposed

water and sewer (public utilities) and landscaping. The project also includes the construction of two roundabouts, one at the intersection with Old Sadler / Innslake Drive which includes a proposed retaining wall and the other at the intersection with Sadler Grove Road, which includes lighting. Project includes three Stormwater Management Basins. It also includes a shared use path on one side of Sadler Road and a stream crossing at Allen’s Branch tributary. This project is funded is funded through the Federal Highway Administration (FHWA) which establishes a program for allocating funds to the state. The state agency responsible for administering this project is the Virginia Department of Transportation (VDOT). The Contractor must comply with VDOT’s Locally Administered Project Manual. The requirements and VDOT forms included in this ITB have been approved for use on this project. Compliance with all local, state and federal requirements outlined in the ITB is required. When conflicts arise between state or local contract language and federal rules, the federal-aid or most conservative approach must be taken. This includes the Buy America Act and Federal Aid Construction Contract FHWA 1273 provisions. The project has a DBE participation goal of 12%. The County of Henrico, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
