INTRODUCTIONPURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION.THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).The National Institute on Drug Abuse (NIDA), on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a contract/purchase order for "Off-Site Storage for Frozen Compound Management Samples" with:Kamtek, Inc.4851 International Blvd.Frederick, MD 21073NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODEThe intended procurement is classified under NAICS code:• 493120 - Refrigerated Warehousing and Storage• Dollars or Number of Employees: $27,500,000• Note: Kamtek is a Small Business ConcernREGULATORY AUTHORITYThe resultant contract/purchase order will include all applicable provisions and clauses of the Federal Acquisition
Regulations (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, January 19, 2017.STATUTORY AUTHORITYThis acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c)(1) under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.DESCRIPTION OF REQUIREMENTProject Description, Background and PurposeThis service will provide 600 cubic feet of additional off-site cryo-storage at Kamtek, Inc., in a Contractor-provided -20ºC walk-in freezer, to house a recently acquired NIH/NCATS compound collection. This facility currently houses the bulk of the NCATS compound collection. Renting additional space from this company will allow the entire repository to be housed at the same location. Such service will free up NIH on-campus storage space for samples needing to be more readily available from the compound store.The NIH/NCATS believes it is in the Government's best interest to have the entire repository in one location. If the newly acquired collection were housed at a different facility, NCATS would have to move the entire repository to this new location (freezers, samples, and shelving) at additional cost, as well as risking potential physical damage to the samples in transport and sample degradation due to thawing and refreezing.DELIVERY SCHEDULE/PERIOD OF PERFORMANCEThe Period of Performance is for ~6 months, from 07/01/2018 - 01/07/2019SPECIFIC REQUIREMENTS:1) This facility must be locally accessible, within easy driving distance from the NIH2) Facility must be cGMP compliant, strictly following ISBER and NCI "Best Practices".3) The storage area must be temperature controlled to hold samples at a constant temperature not to exceed -20 Celsius. There must be logs kept of the temperature in the walk in cold room 24 hours a day which can be provided to NCATS upon request.4) The cold room must be maintained, including calibration and preventative maintenance, to ensure the best results at no additional cost to the government.5) Any issues with temperature control will be immediately reported to NCATS to assess any sample degradation.6) Facility must provide uninterrupted power supply and REES alarm monitoring.7) Deliverables include any temperature verification reports, documentation of calibrations, preventative maintenance, or repairs done on the walk in freezer.CLOSING STATEMENTThis synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service.The price quote shall include (as applicable for services): unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
