NCTD is the lead agency carrying out the procurement responsibilities and is issuing this RFP for NCTD’s and SANDAG’s joint needs, however, at the stage of Agreement award, NCTD and SANDAG will each have a separate Agreement with Contractor. NCTD will not be a party to the Agreement between SANDAG and Contractor. Therefore, although this RFP often refers to “Agreement” as a singular item, there will be two Agreements awarded as a result of this RFP. Other Details This RFP calls for proposals to provide railroad flagging, training, and Roadway Worker Protection (RWP) Training for NCTD, SANDAG, and their respective contractors on NCTD property (the “Work”). Flagging Work performed for SANDAG will be on public works construction projects. Flagging Work performed for NCTD will include non-construction and construction projects. All non-construction flagging services will be subject to the California Department of Labor (DOL) Special Wage Determinations and the Davis-Bacon federal wages attached to the RFP (whichever is higher). All construction project flagging services will be subject to the California DOL prevailing wages for construction and the Davis-Bacon federal wages attached to the RFP (whichever higher).
