FY18 Wana Pa Koot Koot Technical Services

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions."US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with the Yakama Tribal Council.USACE and Bonneville Power Administration (BPA) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act under the terms of the 2009 System wide Programmatic Agreement for the management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected Tribes, State Historic Preservation Offices, and other Agencies for cultural resource management in compliance with Section 106 of the National Historic Preservation Act. The Wana Pa Koot Koot (WPKK) Cooperating Group carries out cultural federal resources compliance activities as part of FCRPS.This

acquisition is for the contribution of traditional knowledge from the Confederated Tribes and Bands of the Yakama Nation in support of the FCRPS WPKK Cooperating Group workshops and site visits under the authority of the National Historic Preservation Act, 16.U.S.C. 407. The services are for the remaining Fiscal Year 2018.The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. The Yakama Tribal Council is the only known source authorized to represent and speak on behalf of the Confederated Tribes and Bands of the YakamaNation and provide their opinion/knowledge on WPKK Cooperating Group deliverables.A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 921150 - American Indian and Alaska Native Tribal Governments. There is no size standard for this NAICS code defined by the U.S. Small Business Administration.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 02:00 PM local time on 23 March 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
