This is a Sources Sought Notice. In preparation for an upcoming procurement, the Department of Commerce, NOAA Acquisition and Grants Office (AGO), National Marine Fisheries Service (NMFS), and Chesapeake Bay Office (NCBO), is conducting market research to determine potential sources for a year round wet slip and onsite services for its 41’ small boat R/V Bay Commitment for NCBO, located in Annapolis, MD.The NCBO must maintain the research vessel at a heightened state of readiness and accessibility, as well as comply with all NOAA Small Boat Program requirements and annual evaluations. In addition, the vessel has the capacity to transport up to 12 persons, but normally operates with 2-4 crew.  The vessel supports mostly daylong missions and occasionally will be away for several days at a time.  The vessel is used to support the Chesapeake Bay Interpretive Buoy System (CBIBS) as well as other scientific missions.The North American Industrial Classification System (NAICS) code is 713930,

Attachment Statement of NeedInterested sources shall submit an electronic copy of their Capability Statement in response to the attached Statement of Need to Joseph Feibel, via e-mail at joseph.feibel@noaa.gov no later than 1:00 PM EST on July 17, 2020. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Any questions or responses to this Sources Sought announcement shall be directed to Joseph Feibel, via e-mail at joseph.feibel@noaa.gov. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
