The Environmental Protection Agency awarded the Windham Regional Commission (WRC) $200,000 in community-wide brownfields hazardous substance assessment funds and $200,000 in community-wide petroleum brownfields assessment funds in FY16. These funds allowed the WRC to continue its successful Windham Region Brownfields Reuse Initiative (WRBRI), which was established in 2000 with the goal of redeveloping properties that have been abandoned or underused due to real or perceived contamination.

Every three years WRC prequalifies consultants to assist with WRBRI. Our current pre-qualification for consultants expires on September 30, 2017. WRC is requesting statements of qualifications for consulting services for Phase I and Phase II environmental site assessments, analysis of cleanup alternatives, and remediation plans for both hazardous substance and petroleum sites. The ability to assist sites in redevelopment planning, where needed, is desirable. Previously qualified consultants
must resubmit qualifications. Windham Regional Commission anticipates selecting up to three consultants to negotiate a contract for services.

Qualifications are being accepted by the Windham Regional Commission for the provision of professional services for environmental consulting on a contract agreement. Individual projects under the contract will be released on a Task Order basis when the WRC elects to proceed with each project. Providers are being asked to present the qualifications and experience of their company and their personnel for this work. There is no minimum guarantee of any work under this contract.

Deadline for Submitting Proposals
Six (6) copies of the statement of qualifications must be submitted by 4:00 p.m. on September 6, 2017 clearly marked “Windham Region Brownfield Reuse Initiative” to Susan McMahon, Windham Regional Commission, 139 Main Street, Suite 505 Brattleboro, VT 05301. Statement of Qualifications or amendments received after this deadline will not be considered. Faxed or E-mailed qualifications will not be considered.
