IMPORTANT NOTE: This post is a Sources Sought / Request for Information (RFI)The Department of Navy (DON) Naval Supply Systems Command (NAVSUP) Headquarters (HQ) Office of Corporate Communications (OCC) is seeking congressional research contractors capable of providing 24/7/365 access via website to their computer system which monitors media congressional affairs from a variety of resources. The computer system must have the ability to provide all of the following:  Analysis of House and Senate action, the federal budget, defense, cyber security, government contracting and other major policy topics.Ability to request custom analysis of any bill directly from contractor, with a 2-3 business day turnaround.Highlights of the day’s events on the Hill with links to schedules, reports and other critical documents.Ability within software/service to select the types of documents to search, which Congress (115 th,116th, etc.) and add other search parameters like keywords and phrases, to tailor

results and minimize the clutter.Automatic word highlight of keywords in context. Keyword highlighting makes it quick and easy to identify the document or analysis required.Ability to set alerts using keyword excerpts of between up to 150 words.Side-by-side bill comparison to compare two versions of the same bill, two related bills, or any two bills from a previous Congress to the current Congress. Ability to see both inline format and side-by-side comparison view. Ability to compare all versions of the bills in entirety or by section.Ability to share reports.Receive a morning e-newsletter and updates throughout the day as breaking news occurs in defense sectors.Ability to access insights into armed services information via committee to legislation to nominations to policy debate.Searchable database of every member of Congress, including an archive of former members dating back to the 104th Congress.Ability to follow bills in real time as they travel through Congress.Ability to see amendments to the bills, including draft bills, before they’ve been acted on in committee or on the floor. Ability to search by bill number, date, committee, or sponsor, and set alerts to get automatic notifications whenever there’s new movement.Ability to access searchable, streaming, gavel-to-gavel video coverage of the House and Senate floor, searchable back to the 108th Congress. Ability to email direct links of streaming video to stakeholders.Ability to identify how pending bills would change current laws and regulations, linking the text of a given bill to the exact section of U.S. Code it would modify. This will save many hours of work.Ability to create custom email alerts that serve as an early warning system, notifying NAVSUP HQ OCC as soon as bills are introduced that would affect the laws we are monitoring.
