Request for Information (RFI) # 36C241120Q0148 (VISN 1 Restoration and Remediation BPA) This is a request for information (RFI) seeking information and feedback from industry. Department of Veterans Affairs, Veteran s Health Administration, Network Contracting Office One (NCO 1) is seeking input on a potential water/fire/smoke damage restoration and microbial contamination remediation blanket purchase agreement (BPA). Any information obtained by the Government will be used for preliminary planning purposes only. No proposals are being requested or accepted at this time. This is not a solicitation and no contract shall be awarded from this RFI. The purpose of this RFI is to gain industry feedback on the attached draft performance work statement (PWS), and price schedule. It is also to gain knowledge of the interest, capabilities, and qualifications of potential small business contractors that would be interested in a future solicitation. In accordance with Public Law 109-461, the

Department of Veterans Affairs is particularly interested in Service-Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) that are interested. All interested parties (large and small) are encouraged to respond to this RFI by submitting the following information: 1. Company name and address, point of contact with phone number, and DUNS number. All interested firms must be registered in SAM (www.sam.gov). 2. Company socio-economic status to identify business as being an SDVOSB, VOSB, Small Business, HUBZone, 8a, Woman Owned, EDWOSB, etc. Primary NAICS for this procurement will either be 236220 (fire and flood restoration of commercial buildings) with a small business size standard of 39.5M or 562910 (environmental remediation services) with a small business size standard of 750 employees. 3. If an SDVOSB or VOSB, provide proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE). 4. Feedback on the attached draft performance work statement (PWS) and price schedule would be greatly appreciated. NCO 1 would like to start a dialogue to ensure best practices and quality standards are captured. Given this draft PWS and price schedule, do you feel you have enough information to effectively establish price/rates on a future agreement or contract? 5. Documentation relating to capability of self-performance. Small business is encouraged to provide evidence that they can self-perform 50% or more of the amount paid to you under a possible future contract or agreement. 6. Any other pertinent company documentation. 7. Is your company currently certified to any quality control standard? 8. What other information would you like the Government to know while considering or planning this procurement? The response date to this RFI is March 11, 2020, at 12:00 noon EST.
