qualified vendors for the implementation of a new CMS (Case Management System). The Circuit Clerk seeks proposal from a vendor to provide a solution that is technically current, user friendly, based on national standards, flexible and meets the requirements described in this proposal. The Circuit Clerks office is constantly improving existing business processes, automating electronic transfer of data between Justice Agency Systems where possible, and incorporating other automation technology. However, the current Case Management System has reached operational performance limits that are unlikely to be surpassed without serious retooling beginning with the purchase of a new Case Management System. The goal is to purchase a COTS (Commercial off the shelf) Case Management System from an established case management vendor with a substantial customer base and a demonstrated ability to fulfill the requirements of this RFP and to ensure long-term viability and support for the system. Will County understands that even the COTS solution will require some customization to meet local needs. Successful responses will propose a plan through all phases of the project lifecycle. These phases include requirements analysis, hardware implementation, conversions, testing, interfaces, training, implementation, documentation, and ongoing support. Any new CMS should be viewed in the context of the information sharing needs of the entire Will County Justice Community. The new Case Management System must be fully compliant with all of the following: The NCSC (National Center for State Courts) Functional Standards for Case Management, CHRI, NIEM, Uniform Rules for Illinois Courts, AOIC (Administrative Office of the Illinois Courts), Illinois Supreme Court and Local Court Rules.
