Vector Stack Software

Pursuant to FAR 6.302-1(a)(2)(ii)(A)&(B), the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, firm fixed price purchase order to purchase Vector ITS Stack Software from Vector Inc. in the amount of $28,884.00 for a 4 year ordering period. The Vector CANoe ITS stack software is the only full-stack intelligent transportation system (ITS) solution compatible with the Rohde & Schwarz CMW500 Wireless Communications Test Platform. While other ITS stack software is available, this is the only software usable with the existing government-owned test equipment. Transitioning to different software would require new equipment purchases which would result in cost overruns and project delays, preventing the National Telecommunications Information Administration from meeting project sponsor deadlines.The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
