28 July 2020 - This revision changes H-09 paragraph (f) in the solicitation.  No other changes are made in this revision.  The revised document must be requested through beta.SAM.gov.  Requests that do not include the DUNS/CAGE Code  will be rejected.24 July 2020 - This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure MDS Engineering Services. The MDS Engineering requirements consist of supporting all activities associated with the Systems Engineering 'V' across the integrated layered MDS. Activities include: (1) engineering and technical support; (2) studies, analyses, & evaluations; and, (3) management and professional services. The MDS architecture includes land-, sea-, and space-based elements to track, target, and destroy offensive missiles of different ranges, speeds, and sizes after their launch. This system architecture also encompasses the 'neural network' of the system Command and
Control, Battle Management and Communications (C2BMC), Sensors, and the System-to-Elements/Components parts that must engage and negate any manner of adversarial missile threats. The resultant MDS provides active defense of the U.S. homeland and deployed forces, allies, and partners.This requirement will be solicited as a Full & Open Competitive action using source selection procedures IAW FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the Small Business Size Standard will be 1,250. It is anticipated that award will result in a single contract for a base period of three-years, and two options of two years each. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include MDA facilities located in Huntsville, AL (HSV); the National Capital Region (NCR); Dahlgren, VA (DHL); Colorado Springs, CO (COS); and Albuquerque, NM (ALB), as well as Beale Air Force Base, CA; Buckley Air Force Base, CO; Fort Meade, MD; Hanscom Air Force Base, MA; and, Moorestown, NJ.IAW FAR 7.107-5 and DFARs 205.205-70, interested industry partners are hereby notified that the MDA Director has approved bundling of the sensors segment of the current TEAMS Specialty Engineering requirement into the TEAMS-Next MDS Engineering requirement. The sensors engineering requirement is currently being procured under the TEAMS Specialty Engineering contract, HQ0147-18-C-0003. MDA briefed this bundling approach to industry during Industry Day #3 in December 2019. Bundling sensors engineering into the overall MDS Engineering contract provides substantial mission benefits by integrating sensors engineering into a single systems engineering contract that covers the entire Layered Missile Defense System (LMDS). A single contract provides seamless end-to-end systems engineering for the LMDS which includes the ‘neural network’ of the system (C2BMC), the ‘eyes’ of the system (sensors), and the system-to-elements/components that must engage and negate any manner of adversarial missile threats. In addition, this approach complies with 2019 Missile Defense Review guidance to "pursue more integrated approaches to the missile defense mission that leverage the full range of assets available”, linking the system’s ‘eyes’ with the rest of the system to provide a complete detection-to-negation systems engineering approach for the LMDS.It is anticipated that the solicitation will be posted on or about 60 days from the date of this Pre-Solicitation notice. The closing date of the solicitation will be 30 days from the posting date. The solicitation will be posted to the beta.SAM.gov web site at: https://beta.sam.gov/. Offerors interested insubmitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloadingtheir own copy of the solicitation from the web site and frequently monitoring the site for anyamendments. MDA will not directly send offerors the solicitation or any amendments. It is theinterested offeror's responsibility to periodically check this website for updates. The release of this synopsis andissuance of the RFP, when posted, is not a commitment by the Government to award a contract. TheGovernment will not pay any costs incurred by a potential offeror as a result of the posting of thissynopsis or the release of the RFP, when posted.
