SYNOPSIS: THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTE/PROPOSAL!!! The Department of the Interior (DOI), National Park Service intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to award a purchase order on a sole source basis to NEZ PERCE TRIBE, for the performance of a Nez Perce Oral History and Traditional Use Study of the Lolo Trail National Historic Landmark (NHL). A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. No information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. AUTHORITY: DOI-NPS MWR MABO is issuing this notice in accordance with FAR 6.302.1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DESCRIPTION OF SERVICE: This Oral History and Traditional Use

Study will comprise a comprehensive synthesis of primary and secondary source material that is pertinent specifically to the Lolo Trail NHL. The study shall conform to professional standards regarding methodology of historical research and writing. The oral history component shall conform to professional standards regarding methodology of oral history interviewing and transcription as established by the Oral History Association (OHA). The OHA sets professional standards for oral history and may be found at https://www.oralhistory.org/principles-and-best-practices-revised-2018/. The oral history will involve ten Nez Perce consultants to be interviewed in person. Interviews will be digitally recorded, release forms signed, and transcriptions prepared. All original interview recordings and transcriptions will be retained by the Nez Perce Tribe Cultural Resource Program (CRP). TYPE OF CONTRACT: One (1) Firm-Fixed Price Contract will be awarded. NAICS CODE: 541720 - (Research and Development in the Social Sciences and Humanities). The small business standard is $20.5M. CONTRACT PERIOD OF PERFORMANCE: Estimated at 365 days from time of award. RELEASE DATE OF THE SOLICITATION: The National Park Service, Midwest Region Major Acquisition Buying Office (MABO), on or about April 06, 2019, intends to issue a Request for Quote (RFQ) 140P6019Q0009, for the performance of a Nez Perce Oral History and Traditional Use Study of the Lolo Trail National Historic Landmark (NHL).
