Pre-solicitation Notice Page 4 of 4 Page 4 of 4 THIS IS A PRE-SOLICITATION NOTICE ONLY CONSTRUCTION SERVICES Statement of Work James J Peters Veterans Affairs Medical Center Hot Water Heater Replacement Background: The Main Building, Research Building, and CLC Building of the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 is currently seeking a repair and replacement of our hot water heaters. This includes a reconfiguration of current piping, demolition, fixing and/or replacing of hot water heaters, coils, accessories, pipe replacement, pump replacement, and hot water heater installation. The project intent is to replace in kind . The contractor will come on-site to remove and reconfigure the piping to the hot water heaters to make them more efficient. The current setup of our hot water heaters do not meet manufacturers intended design for its application. The current setup should be changed to completely remove the hot water tanks
and keep the water in a tight but continuous loop for the building to receive hot water. This hot water must be regulated and can be controlled, such that the water doesn t get too hot or too cold. There is a total of 3 hot water heaters to be replaced. There is work for the contractor to fulfill in multiple buildings of the facility: Building 100 has two hot water heaters should be fixed/replaced. 1 of these 2 are in the penthouse, while the other is in the ground floor mechanical room. These two hot water heaters do not currently work and need to be fully fixed and/or replaced by the contractor to ensure a total of 4 functional hot water heaters. This will include approximately 40 of 3 copper piping and miscellaneous copper fittings (20 of 3 copper piping for the ground floor and 20 of 3 copper piping for the penthouse). There is an existing 3 ball valve that can be closed to isolate the cold-water storage tank. The two blending valves need to be removed and refurbished (one in the penthouse and 1 on the ground floor). The two Amot recirculation bypass valves need to have the elements replaced (one in the penthouse and 1 on the ground floor). There is a condensate outlet trap and a steam supply drip trap, both need to be replaced. The coils in each heater should be tested for tightness. If found leaking, they should be replaced on each heater. Building 106 has 2 hot water heaters. One of these two hot water heaters do not work. The contractor is responsible for fixing/replacing the broken hot water heater such that Building 106 has 2 functional hot water heaters. Test each coil for tightness, replace it if found leaking. Remove and refurbish the two (2) Blending valves. There is a condensate outlet trap and a steam supply drip trap, both need to be replaced on each heater. Furnish and install new Recirculation pump, Â1⁄2 HP Thrush GTB. The plumbing work to be completed involve a reconfiguration of the hot water heater setup. After a diagnosis was run by a different vendor, the current setup of our hot water heaters is incorrect and inefficient. The contractor who is awarded this project will provide a detailed explanation of the correct setup, account for costs, and will arrange the hot water heaters in the most efficient way possible without disturbing hot water to their respective buildings. The reconfiguration should be within the manufacturer s intended design for this application. In addition, some pipes are rusted thoroughly and should be replaced by the contractor who wins this contract. All plumbing work must be done by a certified master plumber and work must be completed in 8-hour increments to ensure fire safety standards. FDNY fire safety protocols must be followed, and the contractor is responsible for creating a protection plan for dust protection for pedestrians and office workers. A new circulation pump is required for the hot water heaters located in Building 100 Ground floor. This pump is to be replaced and trashed at a waste facility. Work is not considered complete unless a sanitation ticket is provided for the trashed circulation pump. No wiring, pipes, or construction debris is to be left abandoned. Scope of Work: Building 100 (Main Building) 2 hot water heaters should be fixed/replaced. 2 of these hot water heaters do not currently work and need to be fully fixed and/or replaced by the contractor to ensure a total of 4 functional hot water heaters. Hot water heaters should be isolated before being worked on, and once the first one is functional, move onto fixing/repairing/replacing the second. Blending valves are to be removed and refurbished. Amot recirculation bypass vales need to have their element replaced. There is a condensate outlet trap and a steam supply drip trap, both need to be replaced. The coils in each heater should be tested for tightness. If found leaking, they should be replaced on each heater. Disruption of the hot water heaters should be monitored and worked closely with the Plumbing and HVAC shops to ensure that hot water is not lost to the building. This will include approximately 40-60 of 3 copper piping and miscellaneous copper fittings (20 of 3 copper piping for the ground floor and 20 of 3 copper piping for the penthouse). There is an existing 3 ball valve that can be closed to isolate the cold-water storage tank. A sanitation ticket must be provided for removal of debris. The feed to the hot water heaters on the ground floor of Building 100 needs to be removed and replaced as it is rusted through. A new line must be provided to replace this rusty feedwater pipe. Picture provided. The pipe diverges to feed both circulation pumps on the ground floor of building 100. Removal of circulation pump A new circulation pump is to be used in its place on the ground floor of Building 100. This will be the pump in the middle. The third pump can be removed and trashed, leaving two circulation pumps once work is complete. A sanitation ticket must be provided for removal of debris. The current hot water heater is functional but shall be troubleshot to ensure it is working properly. After installation of a new hot water heater, the existing hot water heater must also be isolated and worked on individually. Blending valves are to be removed and refurbished. Amot recirculation bypass vales need to have their element replaced. There is a condensate outlet trap and a steam supply drip trap, both need to be replaced. The coils in each heater should be tested for tightness. If found leaking, they should be replaced on each heater. Building 106 (Community Living Center) 1 hot water heater to be fixed/replaced; 1 hot water heater to be troubleshot. 1 of these 2 hot water heaters do not currently work and need to be fully fixed and/or replaced by the contractor to ensure a total of 2 functional hot water heaters. Hot water heaters should be isolated before being worked on, and once the first one is functional, move onto fixing/repairing/replacing the second. Blending valves are to be removed and refurbished. Amot recirculation bypass vales need to have their element replaced. There is a condensate outlet trap and a steam supply drip trap, both need to be replaced. The coils in each heater should be tested for tightness. If found leaking, they should be replaced on each heater. The functional hot water heater is to be troubleshot. The hot water heater must be isolated and worked on individually. Blending valves are to be removed and refurbished. Amot recirculation bypass vales need to have their element replaced. There is a condensate outlet trap and a steam supply drip trap, both need to be replaced. The coil in the heater should be tested for tightness. If found leaking, they should be replaced on each heater. The removal of debris may cause some concerns. It is necessary to formulate a safety action plan for dust mitigation, pedestrian safety, safe disposal of construction debris, and more. Safety barriers may be required for pedestrian safety and may require the use of tarps or zip walls. Dust control must be mitigated by the contractor. A fire extinguisher must be always on-site. A warranty is required for this work. The warranty for this work shall cover any debris left behind on the construction site, the weatherproofing of the hot water heaters and circulation pumps, any leakage from an improper handling of the equipment, electrical interference, etc. as per reasonable means of this work. A certification of completion and a receipt of services shall be included by the completion of the project. A report on findings may also be included as needed. Technician should have certifications for work to be completed. Technicians should have plumbing certifications or certifications pertinent to this type of work. Safety Requirements The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. Period of Performance A period of performance is required for the specific work done. The work shall take 90 days following award of contract. Place of performance Site for the work to be performed will be the main building (Building 100), CLC Building (Building 106), and Research Building (Building 105) in the James J Peters Veterans Affairs Medical Center. Inspection If inspection services are required for equipment or a performed task, then an inspection shall be done by the VA COR/POC upon completion. Upon completion of the maintenance service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is returned to full functioning condition No invoices will be processed for payment prior to the completion of POC inspection. If the service is routine and/or performance based, then inspections may not occur for every service date but may occur periodically as part of a Quality Assurance Surveillance Plan (QASP). If this is the case, then a QASP will need to be provided as a separate document. Drawings, and Other Attachments: N/A Estimated Completion Time: 90 Calendar Days from receipt of NTP. Award will depend on availability of funds at time of award. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered with the SBA Veterans Small Business Certification (Vet Cert) at Veteran Small Business Certification (sba.gov) prior to submitting a quote/offer: Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/ Offers/quotes/proposals will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 238220, with a Size Standard of $19.0 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $200,000 and $500,000. Performance and Payment bonds will be required upon award of contract. The solicitation will be released on or around December 8, 2023 and the solicitation period will be expedited with proposals due on or around December 20, 2023 with a single site visit to be conducted. Interested contractors are strongly encouraged to attend the site visit as it will allow access to the existing heaters to view configuration, sizing, piping, and current conditions that will be required for pricing. The site visit information and offer/quote/proposal due date and time will be included in the solicitation. Specifications and plans will not be provided as the scope requires replacement of water heaters in several locations of the Medical Center. Any amendments to this solicitation will be posted on the Sam.gov website. Offerors are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time that proposals are due. This information will be provided in the actual solicitation. All proposal submissions will be emailed directly to the Contract Specialist, Patricia Cordero at the stated time/date provided in the solicitation.
