The U.S. Department of Labor; Employment and Training Administration intend to award a sole source contract to Dynamic Educational Systems, Inc. (DESI) for the continued operation of the Missouri Outreach & Admissions and Career Transition Services contract. The statutory authority permitting this acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements.Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps was originally established by the Economic Opportunity Act of 1964; current authorization for the program is the Workforce Innovation and Opportunity Act (WIOA) of 2014.The contractor's performance shall be measured against the goals established by

the Employment and Training Administration each year in the Outreach and Admissions Outcome Measurement System. The contractor shall be expected to recruit and screen sufficient numbers of applicants to generate sufficient numbers of arrivals to maintain the Job Corps Centers at average on-board strength of 100% of the design capacity.The contractor shall provide or arrange for post-center Career Transition services for approximately 686 Graduates and 171 Former Enrollees returning and/or relocating to the State of Iowa.The anticipated Period of Performance is:Base: October 1, 2016 through September 30, 2017Option 1: October 1, 2017 through March 31, 2018This is a Special Notice of the intent to award Sole Source contract.
