Rutland City Public Schools has received notice of federal Elementary and Secondary School Emergency Relief (ESSER) grant awards from the United States federal government. The Rutland City Board of School Commissioners is soliciting proposals from qualified HVAC contractors. Phase IIIa of this project includes the replacement of the existing Automated Logic Building Management System (BMS) that is determined necessary by the first phase’s building controls recommissioning information, air quality study data, and RCPS facilities needs assessment priorities. The selected vendor will contract with Johnson Controls, Inc. as general contractor and project manager for the duration of the project. The project goal is to replace outdated equipment and achieve cleaner, safer air quality in all RCPS schools. The RFP will encourage a building walkthrough and require a thorough estimate of services and equipment, a detailed timeline, and completion of all work and billing before September 30,
2024 (the end of the ARP ESSER funding window). Subject to the approval of the Board of School Commissioners the selected firm or firms may be called upon to provide the final design, including preparation of final plans and specifications, supervision of work, and final project inspection. Consistent with federal grant regulations, as well as state and local requirements, the project requires that contractors adhere to all rules and statutes related to ESSER funding. Further, to the fullest extent possible, business concerns located in or substantially owned by inhabitants of the project area will be utilized. Disadvantaged business enterprises (DBEs) are encouraged to apply. All responses to the RCPS HVAC Phase IIIa Project bid form will be accepted until 3:00 PM November 1, 2023.
