The Board of County Commissioners of Delta County, Colorado, through the Delta County Office of Emergency Management, is soliciting competitive sealed bid proposals from qualified consultants to submit proposals to update the Delta County Multi-Jurisdictional Local Hazard Mitigation Plan (FEMA approved in January 2019 and expires in January 2024), that meets the requirements of the Disaster Mitigation Act (DMA) of 2000, 44 CFR Part 201.6 and the most current Federal Emergency Management Agency (FEMA) and Colorado Division of Homeland Security and Emergency Management (DHSEM) Local Mitigation Plan review tool requirements.Additionally, the plan must be aligned with the current State of Colorado Local Hazard Mitigation Plan and include enhanced data for wildfire risk that will allow Delta County to submit data from the plan in whole or in part to the Colorado State Forest Service Supervisory Forester as an update to the Delta County Community Wildfire Protection Plan (CWPP). Delta
County wishes to remain proactive in steps to prepare for natural or human-caused hazards. This plan will allow Delta County and the participating jurisdictions; to maintain eligibility for future federal mitigation grant funding and help identify mitigation actions that will make local communities more disaster resilient. To meet these needs, Delta County has applied for and received funds from FEMA through the Hazard Mitigation Grant Program (HMGP) for developing an update to the local Hazard Mitigation Plan (HMP).The Consultant selected will be expected to start the program immediately upon signing a contract and will be responsible for ensuring the plan, and all actions adhere to the Hazard Mitigation Plan Scope of Work (SOW) as defined in the Request for Proposals document. All proposals must address the scope of work for administering the program by stated deadlines. The County will enter a negotiated contract with the successful applicant for the Hazard Mitigation Plan Scope of Work described in the Request for Proposals.Bidders may obtain bidding documents through the Delta County website at deltacounty.com. Bids must be submitted on County forms in the specified format in the Request for Proposals with any additional information included as attachments. All bids shall be marked “ UPDATE TO DELTA COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN" on the face of the envelope and hand-delivered or mailed to the Delta County Attorney’s Office, 540 Columbia Street; Suite A, Delta, CO, 81416, no later than, Tuesday, July 19, 2022, at 11:30 a.m. Bids received after this time SHALL NOT BE ACCEPTED. Bids will be publicly opened on Tuesday, July 19, 2022, at 1:30 p.m. in the Delta County Administration Building; Samuel Wade Conference Room, located at 560 Dodge Street in Delta, Colorado. Bids will be presented to the Delta County Board of County Commissioners for consideration at a regularly scheduled Board of County Commissioners meeting.The County reserves the right to reject any bids, to change, add, or amend the specifications, to waive any informality, and to accept the proposal that, in its judgment, best serves the interest of the County.
