LIMITED SOURCES JUSTIFICATIONORDER >SATFAR PART 8.405-6NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED:This Limited Source Justification and Approval sets forth the facts and requests approval for the issuance of a task order to Atlas Research, LLC, pursuant to procedures IAW FAR 8.405-6 (a)(1)(i)(C). The intention is to award a logical follow-on Task Order to Atlas Research, LLC.A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEED:The contractor shall provide all resources necessary to expand the computable medical data mapping associated with VA's Schedule for Rating Disabilities (VASRD) which has been undertaken over the last 18 months for the Veterans Benefits Administration (VBA), Compensation Service. This data mapping eliminates the need for the myriad of laborious administrative functions that are currently undertaken by adjudicators to prepare a claim for a decision, ultimately delivering a decision to the Veteran/Servicemember more quickly. The
purpose of this acquisition is to execute a follow-on task order for the Modern Claims Processing (MCP) program in support of VASRD, evaluating computable medical data to identify and implement for use in the analysis performed during claim adjudication, which facilitates the continuing modernization of the Disability Compensation Program, as well as, the programs supporting separating Servicemembers. The MCP program leverages computable medical data, mapped to regulatory criteria specific to the adjudication of claims. This project aligns with the VA strategic goal of modernizing our systems and focusing resources more efficiently to be competitive and provide "best-in-service" to Veterans and employees. The original order issued against GSA Schedule Contract GS-35F-499DA, following competitive procedures, outlined very specific tasks and deliverables which have been received and accepted. This order will expand upon the data mapping work in support of modernization and Disability Benefits Questionnaires (DBQs) initially focusing on the mapping of each of the DBQs back to specific VASRD codes and the individual compensation claims as submitted by the Veteran for adjudication. Additionally, this order supports the VBA with improving the processing of claims for benefits and improves the claims process itself to leverage the automation crafted as part of the existing and impending order. Specific outcomes of this contract include:• Automation tools for Disability Compensation Adjudicators to use that will simplify the claims process for Separating Servicemembers.• Improved reporting based on medical database queries associated with Hospitalization, Aid & Attendance, Convalescence, and others.• Expansion of data-mapping work in support of VASRD modernization and Disability Benefits Questionnaires Automation of processes through data gathering, processing, and analysis that will result in claims processing improvements.See attached document: P03 515-19 Limited Source Justification MCP VASRD Final Redacted.
