INTRODUCTION The Board of Clermont County Commissioners offers this Request for Proposal (RFP) to all interested Hardware, Software, Implementation and Maintenance Services providers that have proven experience in Wireless Broadband Data Networks in other counties, municipalities, and governmental entities. The County anticipates completion of the RFP process and the design and implementation of the Wireless Broadband Data Network in 2009. The County encourages proposers to offer alternative implementation timeframes and rollout strategies for consideration based on previous experience or for reasons such as risk mitigation. 1.2 COUNTY BACKGROUND Clermont County is located in the southwestern portion of the state and is a part of the Cincinnati metropolitan area. It consists of a city and a number of municipalities, townships, and unincorporated areas, the largest of which are the unincorporated areas of Union and Miami Townships. The County’s population is approximately 190,000 and the land area is approximately 450 square miles. 1.3 GUIDELINES All proposals submitted for consideration by the Office of Technology, Communications and Security must comply with these instructions in order to be considered, these instructions set forth minimum requirements as to the terms and conditions of the purchase. Therefore, if any time frames, proposal bond or other surety requirements set forth herein are in conflict with stated requirements in the specifications, the specification requirement shall prevail. By virtue of submitting a proposal, interested parties are acknowledging: 1.3.1 The County reserves the right to reject, in whole or in part, any proposal that the County determines, using the factors and criteria developed for evaluating the proposal, would not be in the best interests of the County. 1.3.2 The County reserves the right to reject any proposal in which the proposer takes exception to the terms and conditions of the request for proposals, fails to meet the terms and conditions of the request for proposals (including, but not limited to, the standards, specifications, and requirements specified in the request for proposals), or submits prices that the County considers to be excessive compared to existing market conditions or determines that it exceeds available funds. 1.3.3 All proposers submitting proposals agree that their pricing is valid for a minimum of one year after contract execution. The County will negotiate with the proposer who submits a proposal that the County determines is the most advantageous to the County based upon rankings of the County. Proposer’s are strongly encouraged to submit the most competitive proposals possible up-front since the County will use the costs as a major determinant of its short listing for negotiation and contract award criteria.
