Event DetailsNOTICE IS HEREBY GIVEN that Orange County, Florida, henceforth referred to as the County is hosting a Solid Waste and Recycling Collection Pre-Procurement Market Sounding Event. Interested parties are encouraged to RSVP and participate in this event either in person or virtually. 1.1. SummaryOrange County provides residential waste and recycling collection services to more than 230,000 residential units (primarily single-family) residences in the unincorporated areas of the County. Currently, the County has five separate contracts with three firms to provide collection services. Services provided to residents include once per week collection of garbage in carts, recycling in carts, up to three cubic yards of yard waste and up to three cubic yards of bulky items. The current agreements expire on December 31, 2025 and the new contractor must begin collection operations on January 1,
2026.Orange County is preparing a new solicitation for the collection of residential curbside materials when the current contracts expire. To understand the latest industry technologies and solutions brought by the private sector, the County is hosting a hybrid in-person and virtual market sounding event. The County welcomes attendees who provide residential collection services to participate and hopes to obtain insight that might assist during the procurement process. The County’s current goal is to publish the final RFP in the first quarter of 2024.The County is requesting information from waste hauling companies interested in providing residential waste and recycling services to waste collection. During the market sounding event, the County’s intention is to conduct a dialog on important collection related matters before the cone of silence is imposed upon issuance of the formal solicitation. BackgroundOrange CountyThe County is the fifth-most populous county in the state of Florida. It has more than 1.5 million residents and it hosts more than 70 million visitors each year. The University of Florida’s Bureau of Economic and Business Research projects the County’s population will reach almost 1.7 million by 2030 (medium projection).Utilities Solid Waste DivisionThe County operates a comprehensive solid waste and recycling program through its Utilities Department’s Solid Waste Division (Solid Waste), including the Orange County Landfill and two solid waste transfer stations. The Orange County Landfill includes a Class I (municipal solid waste) landfill, a Class III (bulky waste) landfill, yard waste processing and composting operation and other ancillary activities.The Solid Waste Division is responsible for managing the collection of residential solid waste and recycling from approximately 230,000 residential units (principally single-family homes) in the unincorporated areas of the County. Collection services are provided by three contract haulers (Contract Haulers) who are assigned to five discrete service zones. Each residential unit serviced by the Contract Haulers is provided a wheeled garbage cart and a wheeled recycling cart. Currently, each residential unit is provided once per week collection service is provided for garbage in carts, single-stream recycling in carts, up to three cubic yards of yard waste in bags, bundles, or cans (yard waste must be removed from plastic bags prior to being placed into the collection vehicles), and up to three cubic yards of bulky waste. Materials collected east of I-4 must be delivered to facilities located at the Orange County Landfill. Garbage, recyclables, and large items collected west of I-4 may be delivered to one of the County’s transfer stations. Yard waste collected west of I-4 (currently in Zones 1 and 2) may be delivered to a private County-contracted yard waste recycling facility west of I-4.
