This is posting is notification that Army intends to consolidate/bundle the following contracts in support of the Army Enterprise Service Management Platform (AESMP) under solicitation W52P1J-21-R-0003.- NNG15SD39B/HC102819F1346 (ITSM Remedy licensed reseller (Small Business))- W91RUS19F0174 (ITSM (Large Business))- W91RUS19C0014 (ITSM (Large Business))- W52P1J-20-C-0010 (AESD (Large Business))This consolidation is necessary and justified due to the measurably substantial benefits that are expected to accrue as follows:Cost savings of 20%;Streamlined service desk;Increased cyber security visibility;Fully align to the Army’s business strategy;Avoidance of duplication effort;Reduction in government administrative costs.In accordance with 13 CFR 125.2(d)(1)(v), this notification serves as the Government's rationale for consolidating these requirements into one acquisition as approved by the Senior Procurement Executive. The written determination was coordinated with the ASC/JMC Office of
Small Business Programs and DA Office of Small business. Currently, there is one small business providing licenses that may be impacted through bundling of this requirement.The Government conducted market research from February 2017 to April 2021. The Government utilized multiple market research techniques such as web searches, interchange meetings, site visits, Requests for Information (RFI), and multiple Industry days.  Through the multiple techniques performed, market research revealed that AESMP is a commercial service with measurable key performance indicators and service level agreements. Twenty-four vendors responded to the RFI (five small business). Eighteen vendors, including one small business, attended an industry day consisting of one-on one-sessions in May 2018. The small business stated that they would not be able to manage a program of this size but would like to play a significant role in subcontracting. Additional market research was performed in July 2020 in order to receive feedback on the approach to split the requirement into a system procurement task order and an AESD task order, and to receive industry responses on technical questions specific to the ITSM platform. The July 2020 RFI resulted in 13 responses (four small business). In April 2021 a draft RFP was issued that resulted in question and answers that were posted for industry.The Army considered alternative approaches such as award to multiple vendors, or adding the platform requirement to the current Army Enterprise Service Desk contract. The alternate approaches were not advantageous to the Army and did not align the Army’s business strategy.The AESMP requirements have historically been awarded to large businesses due to its size, and it has always required a robust small business subcontracting plan. In order to include small business in the AESMP requirement, small business subcontracting goals have been carefully reviewed to ensure the prime subcontracts work to small business. The RFP will require and evaluate the vendor’s small business participation plan to ensure full small business participation.
