REQUEST FOR PREQUALIFICATIONS (RFQ) PROJECT: NEUSE RIVER RESOURCE RECOVERY FACILITY (NRRRF) BIOENERGY RECOVERY PROJECT (BERP) RFQ: Major Bid Packages (274-40250-000C) LOCATION: 8500 Battle Bridge Road, Raleigh, NC 27610 OWNER: City of Raleigh, North Carolina, Public Utilities Department, One Exchange Plaza, Suite 620, Raleigh, NC 27602 Contact: Edward Stempien, P.E.; (919) 996-3490; Edward.stempien@raleighnc.gov CMAR: Crowder Construction Company 1111 Burma Drive, Apex, NC 27539 POSTED: January 21, 2020 Sealed Applications for Prequalification of Bidders for the above-listed Bid Packages will be received until 2:00 p.m., local time on February 21, 2020, at Crowder Construction Company, 1111 Burma Drive, Apex NC 27539. Previously Pre-Qualified Bidders as listed in the original Advertisement for Bids for the Bid Packages indicated herein are not required to complete and return an Application for Prequalification again.
Bidders that have previously submitted an Application for Prequalification for the subject Project interested in prequalifying for Bid Package No. 12 (Sidestream Treatment) should follow the instructions in the Application for Prequalification package. Bids for Bid Package No. 12 (Sidestream Treatment) may be procured either by the CMAR or directly by the Owner depending on timing. Crowder Construction Company ("Crowder", “Construction Manager at Risk” or "CMAR") will receive sealed Applications for Prequalification for portions of the above Project as specified herein and in the Request for Qualifications until the dates and times indicated. Failure to submit an Application for Prequalification prior to the due date and time shall be cause for rejection by CMAR. Electronic copies (.pdf) of the Application for Prequalification package will be made available at no charge by CMAR and may be obtained by contacting Chad Link at rclink@crowderusa.com or (919) 367-2000. Questions or questions related to submitting a response to the RFQ should be directed as further indicated in the Application for Prequalification package. Neuse River Resource Recovery Facility Bioenergy Recovery Project ‐ 1 ‐ Advertisement mailto:rclink@crowderusa.com mailto:rclink@crowderusa.com The Project or Work consists of the construction of new and modified wastewater treatment facilities including solids screening, pre-dewatering facilities, thermal hydrolysis process and feed systems, anaerobic digesters, digester gas treatment systems, process steam systems, fats, oils, and grease receiving, and other related treatment plant facilities and upgrades. The following Bid Packages are included in this RFQ: • Bid Package No. 9: Final Dewatering (Final Dewatering Building and Cake Conveyance) • Bid Package No. 10: Steam Supply (Steam Supply Building, Gas Handling and Treatment Facility, Waste Gas Flares) • Bid Package No. 11: Alum Facility (Alum Facility, Alum Distribution, Final Cake Storage) • Bid Package No. 12: Sidestream Treatment (Sidestream Treatment Tank and Service Building, Clarifier, Filtrate Modifications) An informational conference will be held at 2:00 p.m. on February 5, 2020 at the Administration Building of the Neuse River Resource Recovery Facility located at 8500 Battle Bridge Road, Raleigh, NC 27610. Attending the conference shall not be mandatory for those submitting an Application for Prequalification. Pursuant to North Carolina General Statutes §§ 143-128 and 143-131 and City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Women-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City’s contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The Pre-Qualified Bidders will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. The City of Raleigh prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises. The Project will be funded in whole or in part by the Clean Water State Revolving Fund (CWSRF).
