NOI – Communications and Wellbeing Training for Healthcare ProvidersThe Defense Health Agency (DHA) intends to award a sole source contract under the authority of 41 U.S.C. 1901, to IHE, INC., 394 S Lake AVE STE 700, Duluth, Minnesota 55802-2342, United States, for the provision of patient welfare and wellbeing communications services training for the Defense Health Agency (DHA) Tidewater Market. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform services contract to provide patient welfare and wellbeing communications training. The period of performance is 30 September 2023 through 29 September 2024 with 2 (two) 12-month option periods.Institute for Healthcare Excellence will provide patient welfare and wellbeing communications training to create a culture of safety and quality. Required training is part of a process to 1) train military treatment
facility (MTF) staff members in caring communication, and 2) create of culture of safety by meeting the behavior standards Military Health System (MHS) leaders want to see. The requirement is to have a program that delivers improved communications between peers, healthcare teams and patients along with developing resistance to burnout, and coupled with a cost effective, short draft on healthcare provider time/schedule and has sustainability due to development of new instructors. Training shall be peer to peer by profession for each skill type, targets all levels of fellow staff and patient communication, schedule determined by MTF, small teacher to student ratio for group discussion, have a minimal time impact away for staff from normal duties (less than half a day each), sustainability achievable via development of new instructors, can be diffused across the MTFs for all skill types, provide resilience to healthcare staff burnout, quality of instruction evaluated by primary source and internal program leads as well as data. The required training program shall already be in use at other DHA MTFs and Markets in order to develop a common language. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.Capability statements are due by 3:30 PM Local Time, 28 September 2023.
