consultant who will provide an independent fiscal and economic analysis of the proposed 670 Mesquit Hotel project (CF 23-0854). This analysis will include an evaluation of the development costs of the hotel, the hotel financing plan and development schedule, and any potential financing gap; an estimate of revenues to be earned by the City’s general fund; and determinations concerning the need and amount of development incentive that may be necessary to support the project. Because this project includes housing and commercial components, the consultant will need to evaluate the gap relative to potential returns in all components of the development to determine the gap for the hotel. Consultant will also evaluate anticipated job creation, including temporary, permanent, and indirect jobs created by the project. Consultant is expected to attend meetings related to project analysis, prepare necessary reports, and present findings to the City Council and its committees as needed. If City Council approves the findings of the analysis and instructs City staff to further negotiate with the Developer, Consultant would provide additional support to City staff during negotiations, which could include refinements to the fiscal analysis, evaluation and consultation on incentive and fiscal terms related to the incentive. Preparation of a Government Code 53083 analysis would be required.
