The County of Sonoma is pleased to invite you to respond to an RFP Event: SOMS Case Management Customization & Support. This RFP is being issued by the Sonoma County Human Services Department (HSD) to identify a qualified entity to provide customization and support services for the County of Sonoma's Shared Outcomes Measurement System (SOMS) Case Management database software system. SOMS has been built out over the last ten years using the Social Solutions Apricot software (now known as Bonterra Case Management) and is a cloudbased database system designed to provide nonprofits with client case management tools, client tracking, and reporting. SOMS has been customized to meet the needs of the County of Sonoma Upstream Investments Initiative, HSD, and a variety of governmental and community partners regarding client case management, data sharing, outcome tracking and reporting, communication among
partners and other similar uses. This RFP will be used to establish one qualified contractor for up to four years beginning from July 1, 2024. BIDDERS’ CONFERENCE: All potential proposers are strongly encouraged to attend the Bidders’ Conference scheduled at the date and time specified in the Schedule found in Part One – General Information. The Bidders’ Conference will be held virtually via Zoom. QUESTIONS: Proposers must submit any questions in writing per the schedule in order for staff to prepare written responses. LIVING WAGE: The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour. The adjustment was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. SUPPLIER PORTAL: Login to the County of Sonoma's Supplier Portal to view the Bid and all supplemental documents.
