The California Department of Public Health (CDPH), Office of Health Equity (OHE) is soliciting proposals from firms that can provide public education and change campaign that are co-designed for and by youth to increase behavioral health literacy for youth, caregivers, and their communities in California. The campaign must be culturally and linguistically appropriate, reduce stigma around mental, emotional, behavioral health (MEB) and substance use disorder, and increase help seeking behavior and wellness support. The campaign must reduce overall health disparities with special attention to five priority populations most impacted: African Americans/Black, Native Americans, Asians and Pacific Islanders, Latinos, and Lesbian, Gay, Bisexual, Transgender, Queer and Questioning communities with special consideration for transitional-age youth, persons with disabilities, justice
and foster care involved youth and those living in rural areas. The campaign will educate the public and raise awareness to normalize and support the prevention and early intervention of MEB, tackle disparities and inequities by empowering diverse communities to build upon their own cultural best practices for addressing MEB and wellness without stigma and advance mental health equity. The campaign must be co-created with youth and center their voices in communications and marketing strategies to ensure that culturally relevant and appropriate content is utilized for audience specific messaging. The maximum amount of this contract will be up to $33,000,000.00. ***Exemption*** This solicitation, along with the resulting agreement, is covered under Section 137.14.b of Assembly Bill No. 179 - Budget Act of 2022, which states: Notwithstanding any other law, contracts entered into or amended pursuant to this provision are exempt from the personal services contracting requirements of Article 4 (commencing with Section 19130) of Chapter 5 of Part 2 of Division 5 of Title 2 of the Government Code, from Part 2 (commencing with Section 10100) of Division 2 of the Public Contract Code, the State Administrative Manual, and the State Contracting Manual, and are further exempt from the review or approval of the Department of General Services, including as specified in Chapter 6 (commencing with Section 14825) of Part 5.5 of Division 3 of Title 2 of the Government Code.
