Combined Synopsis/Solicitation (Best Value)The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires Tug Services for the NOAA Ship Fairweather.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation number NM-AN2120-23-00331 is issued as a firm, fixed-price, commercial request for quotation (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.(iv) The NAICS code for this acquisition is 488330, Navigational Services to Shipping; the small business size standard is $41.4m. This acquisition is set aside for small businesses.(v) Line items are as follows:CLIN 0001: 6 Hours of tug service in Newport Harbor, Oregon. Projected date 13Jan23 from 0900 to 1500.(vi) Description of requirements for the items to be acquired: The NOAA Ship Fairweather requires the service of a tug boat to hold the vessel free of pier for up to 6 hours. Ship will be conducting draft verifications from a skiff in that time.
