The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Air Quality Control Operating Permit AQ0311TVP03 to the Petro Star Valdez Refinery, under Alaska Statutes 46.14 and regulation 18 AAC 50.Applicant: Petro Star, Inc.3900 C Street, Suite 802 Anchorage, AK 99503-5966Location: Latitude: 61º 05' 05" North;   Longitude: 146º 15' 11" WestApplication: As required by 18 AAC 50, Petro Star, Inc. submitted an application for a renewal Title V operating permit on March 20, 2020.Activity: The Petro Star Valdez Refinery (PSVR) is a petroleum refinery that processes crude oil from the Trans Alaska Pipeline System (TAPS) and produces kerosene and diesel. The PSVR is located in Prince William Sound near the town of Valdez and adjacent to the TAPS.Emissions: The potential annual emissions of regulated air pollutants at the facility are: 135.7 tons of nitrogen oxides, 45.2 tons of carbon monoxide, 20.6 tons of particulate matter, 8.1 tons of sulfur dioxide, and 44.9
tons of volatile organic compounds. The total emissions of regulated air pollutants is 254.5 tons per year. The potential annual emissions of GHG are estimated at 4,090,512 tons of CO2 equivalent per year.ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the PSVR under AS 46.14 and 18 AAC 50.Available Information: Copies of the permit application, ADEC’s draft operating permit and statement of basis are available at the following ADEC offices M-F from 8:00 AM to 4:30 PM:ADEC Air Permits Program, 410 Willoughby Ave, 2nd Floor, Juneau, AK 99801, 907-465-5100 ADEC Air Permits Program, 555 Cordova Street, Anchorage, AK 99501, 907-269-7577The draft permit documents are also available at:
