Provide a more detailed description and explain the need for the goods, services or grant to\nsupplement the response in Part.\nThis contract is for the Provider to manage the Poetry Out Loud (POL) program for the Maine Arts\nCommission (MAC). POL is a national arts education program, and its implementation is a requirement to\nfulfill ine MAC\u2019s annual federal grant from the National Endowment for the Arts. Currently the MAC does not\nhave the staff capacity to manage this program.\n\nThe Provider shall manage the program starting in October 2022 through June 2023 which includes working\nwith teachers, schools, students, judges, and performance venues.\n\nThe Provider will produce three poetry recitation events across the State.\n\nContact schools to recruit their registration into the program.\n\nProvide schools and teachers proper POL resources.\n\nDeveloping partnerships with libraries and nonprofits to for community outreach in support of the program.\nChose and order physical awards to be presented to students.\n\nResearch and determine 6 judges for final competitions and coordinate their specific training.\n\nWork with MAC communications director for marketing of the program.\n\nProduce two regional and one State final competitions.\n\nCoordinate a live webcast of the State final competition.\n\n2. Provide a brief justification for the selected vendor to supplement the response in Part Il. Reference\nthe RFP number, if applicable.\n\nBrita Wanger was selected based on her previous experience with the Poetry Out Loud program. Wanger is\nthe former Performance Director for the MAC and coordinated all the elements of the 2020 program. She is\nknowledgeable of the budget, expenses, participating schools, and rules and requirements as set forth by\nthe National Endowment for the Arts. She also has several years experience producing major televised\nshow\u2019s including Managing Late Night and Specials Programming for the National Broadcasting Company\n(NBC).\n\n3. Explain how the negotiated costs or rates are fair and reasonable; or how the funding was allocated\nto grantee.\nThe $10,000 represents approx. 270 hours at a $36/hour rate (their professional fee) and around $350 for\ntravel to three events around the State.\n\n4. Describe the plan for future competition for the goods or services.\n\nIn the future the Maine Arts Commission will review if the staff has capacity to manage this program itself.
